2. WHAT IS THE VPP STAR PROGRAM? The VPP Star Program is a specific implementation method than can be used to build an effective safety and health management program at your facility. Management, employees and OSHA all establish a ¡°cooperative partnership¡± with regards to safety and health at your facility. Management agrees to operate an effective safety and health program that meets an established set of criteria. Employees agree to participate in the program and work with management to assure a safe and healthful workplace.
3. WHAT ARE SOME OF THE BENEFITS OF VPP? The average VPP worksite has a days away/restricted rate of 52% below the average for its industry. These sites typically do not start out with such low rates. Reductions in injuries and illnesses begin when the site willingly commits to the VPP approach to safety and health management and the challenging VPP application process. Improved employee motivation to work safely, leading to better quality and productivity. Reduced worker¡¯s compensation costs. Recognition in the community and with customers. Improvement of your programs that are already good, through the internal and external application process.
4. WHAT MAKES VPP UNIQUE? Safety management systems can be put into place using many different means and methods. The VPP Process is unique because it involves flexible and creative strategies and unique ¡°out of the box¡± type approaches. VPP involves strategies that go beyond the rules to provide the best feasible protection for all employees. VPP is based on commitment, cooperation and trust within an organization. Trust and cooperation nourish improvements in safety and health, not just a STAR site with a flag, but also beyond the worksite boundaries. VPP is challenging and rigorous. The process challenges an organization to strive and excel. VPP gives ownership and control of safety and health to the employees, not management.
5. WHAT MAKES VPP UNIQUE? Mentoring: The Mentoring program matches a ¡°potential¡¯ VPP site with a current VPP site. The mentor site helps the candidate improve its safety and health management system and assists managers and employees in preparing for participation in the VPP. Special Government Employee (SGE) Program: The SGE Program was established to allow industry employees to work alongside OSHA during Voluntary Protection Programs' (VPP) onsite evaluations. Not only does this innovative program benefit OSHA by supplementing its on-site evaluation teams, but it gives industry and government an opportunity to work together and share views and ideas. Additional Social and Community Contributions: Conduct safety and health training outreach seminars and hold or participate in safety and health conferences.
6. CATEGORIES OF NC VPP PARTICIPATION Carolina Star¡ªRecognizes worksites that are self-sufficient in their ability to control hazards at the worksite. Rising Star¡ªRecognizes worksites that have good safety and health programs but must take additional steps to reach Carolina Star. Building Star¡ªRecognizes construction worksites that have Carolina Star quality safety and health programs but require demonstration of approaches that differ from current Carolina Star requirements. Public Sector Star¡ªRecognizes state agencies and local governments for their leadership and success in providing a safe and healthy work environment.
7. CATEGORIES OF VPP PARTICIPATION Federal OSHA approves qualified sites to one of three programs: Star Merit Star Demonstration: Recognition for worksites that address unique safety and health issues. Sites that make the grade must submit annual self-evaluations and undergo periodic onsite reevaluations to remain in the programs.
8. BASIC REQUIRMENTS WHEN APPLYING FOR VPP The most recent 3 year average for both the total recordable case rate and cases with days away from work/job transfer or restriction must be at or below 50% of the most recent published BLS rate for your industry NAICS code. Applicant must also score itself on the ¡°Self Assessment Checklist.¡± This is used to assess the progress of the health and safety foundation at your worksite.

10. THE VPP PROCESS AT PLANT XYZ XYZ desires to use the VPP method for implementing is safety and health management program. XYZ wants to achieve having an environment where teamwork is fostered to create a safety culture where all levels of the organization are responsible and committed to continuous improvement and prevention. XYZ desires to have an employee owned safety and health program.
11. WHAT IS THE FOCUS ON FOR VPP AT PLANT XYZ? XYZ is currently focusing on: The top priority is building employee involvement, ownership and awareness in safety. Overall health and safety program compliance. Do we have all the required programs for our company as well as VPP and are they up to date and in current compliance? Can we also say we are actually doing what is in our programs? Educating the Safety Committee. Taking time and opportunities to learn about the VPP process from other local STAR Sites so that our entire organization can then in turn be educated on VPP.
12. BUILDING EMPLOYEE INVOLVMENT & AWARENESS Recognition Programs/Safety Activities with Incentives --- Rewards and recognizes our employees. Safety Action Plan--- Communicates safety goals and Management commitment to employees. Job Safety Analysis--- Builds employee safety awareness and education. Employee Safety Roundtable Meetings--- Fosters and builds communications skills and trust with Management. Safety Observations--- Strengthens employee safety communications and trust with Supervisors. Investments in First Response Team and Safety Committee by giving these groups more ownership and control.--- Builds employee trust and empowerment to be able to make decisions about health and safety all on their own.

17. EDUCATION OF OUR SAFETY COMMITTEE ON VPP THE SAFETY COMMITTEE TRAVELS TOTHEGE (General Electric) AIRCRAFT ENGINE AND NUCLEAR FUELS FACILITY IN CASTLE HAYNE, NC ON MARCH 11 th , 2008. The XYZ Safety Committee learned much about the safety programs that are in place at the GE facility and also how this facility achieved the OSHA STAR VPP Program. The Safety Committee has come back with a lot of good ideas and thoughts on how to further implement safety through employee ownership and involvement at our own facility.
