 Instead of working on an allowance of 110 per
  day, make it an internship or a fellowship
  program, certified by the Government of India.
  Where you get professional training for 40 days,
  (on-the-job training) and are paid an annual or
  bi-annual stipend.
 Invite students clubs like rotary, Rotract, Aiesec,
  Department of Social work where college
  students voluntarily take initiative towards
  society.
 Promote the program as a social initiative and a
  jump-start to their career.
