The workshops on August 14th in San Francisco and August 21st in Los Angeles will bring together experts from government and the private sector. FOR IMMEDIATE RELEASE Contacts: Eric Lamoureux, OES, 916-845-8400 Terrie Prosper, PUC, 415-703-1366 State Officials to Hold Workshops on Wireless Emergency Alerting SACRAMENTO During a pair of workshops in San Francisco and Los Angeles this month, experts from government and the private sector will examine current efforts to incorporate wireless and other new technologies in Californias emergency alerting and warning plans and systems. The 10 a.m. to 3 p.m. workshops, sponsored by the Governors Office of Emergency Services (OES), the Lieutenant Governors office and the California Public Utilities Commission (PUC), are scheduled for the PUC office in San Francisco (505 Van Ness Ave., Auditorium) on Tuesday, August 14, and the PUC office in Los Angeles (320 West 4th St., Carmel Room) on Tuesday, August 21. We already possess the technology to install cell phone-based warning systems that can instantaneously notify anyone with a wireless device of imminent peril, wherever they may be, said Lt. Governor John Garamendi. Such systems would save lives and help mitigate, or even prevent, horrible tragedies such as the recent mass shootings at Virginia Tech University. The workshops are part of a comprehensive effort by OES to explore enhancements to the states overall alert and warning infrastructure in response to Assembly Bill 2231 (Pavley AB 2231) and the tragedy at Virginia Tech in April. AB 2231, which was signed into law by Governor Arnold Schwarzenegger in 2006, recognized the importance of public-private partnerships in the states efforts to prepare for, respond to and recover from emergencies and requires OES to work with government agencies and the private sector to assess the use of existing and future technologies in alerts and warnings. The tragedy at Virginia Tech prompted Lieutenant Governor John Garamendi to call for the development of an alert and warning system capable of broadcasting messages to wireless devices. In addition to assessing the use of wireless and other technologies, OES is working to upgrade the states current Emergency Alert System (EAS) and its Emergency Digital Information Service (EDIS) to comply with the federally-mandated Common Alerting Protocol (CAP). OES is also heading a pilot project aimed at making EDIS a platform local and state agencies can use to disseminate EAS messages and is working to develop a system capable of directing emergency alert messages to wireless devices within specific geographic areas. The protection of lives and property is our utmost priority, noted OES Director Henry Renteria. The availability of communications systems that are CAP compliant will allow local, state and federal agencies in California to send out life-saving alerts and warnings through multiple channels, including the EAS and the National Oceanographic and Atmospheric Administrations weather radio system. It is critically important that in an emergency, our communications providers do their part to help the public receive emergency alerts, commented Commissioner Rachelle Chong of the PUC.
