The document discusses the costs of Scouting and how donations to the Friends of Scouting campaign help cover additional costs for outreach units in the Zulu District. While Scouts pay for registration and activities, these costs are reduced or waived for qualifying families in outreach units. The Council covers additional costs like staff training, insurance, and camp facilities. Donations help the Council cover even more costs for outreach units, including uniforms, handbooks, and subsidies to make Scouting accessible to low-income and minority youth. The Zulu District features both traditional and culturally-specific outreach units led by Neighborhood Guides to serve underserved families.

2. Zulu District
Highlights
The Zulu District is proud to feature both, multi-cultural,
TRADITIONAL Scouting units run by parents and volun-
teers as well as our culturally specific, OUTREACH UNITS
lead by Neighborhood Guides, throughout the Twin Cities.
Outreach units offer youth and adults the option to join,
or form, Scouting units that may better address the cultural
or socioeconomic concerns of recent immigrants and
low-income families. Together, the traditional and outreach
branches of the Zulu District bring the fun, excitement
and rewards of Scouting to under-served families in
Minneapolis and St. Paul.
