Toru Tanigawa earned a Bachelor of Law degree from Kyoto University in 1973. He then spent 27 years in the Japan Development Bank (currently, the Development Bank of Japan: DBJ), which is a governmental financial institution. As a member of DBJ, he was involved in many jobs, such as industrial finance, project-based finance, business liaison between central government agencies, and so on. From 1995 to 1998, he was assigned as the executive director of the Los Angels Office of the bank, consulting with US enterprises about investing in the Japanese market, researching high-tech economic regions, such as Silicon Valley, and investigating venture businesses.
