Terrorism is defined by Wikipedia and the FBI as violent acts that are intended to intimidate or coerce civilians or governments for political or social goals. The FBI further distinguishes between domestic terrorism, which involves groups operating within the US, and international terrorism, which involves acts that occur outside the US or transcend national borders. A proposal defines terrorism as an illegal act committed by a non-state actor with the intent of causing fear in civilians for political ends.
