Kala Azar, also known as visceral leishmaniasis, is a parasitic disease spread by sandflies that has caused several epidemics in India and Bangladesh over the past two centuries. After being controlled in the 1950s through DDT spraying, cases resurged in the 1970s in Bihar and spread to other states. By the 1990s, the disease had reached epidemic proportions in Bihar and Jharkhand, with thousands of new cases reported annually. Treatment has also become more difficult due to shortages of effective drugs like Sodium Antimony Gluconate. While elimination efforts continue, Kala Azar remains a major public health challenge in the region.

This document summarizes a preliminary meeting held to plan an evaluation of the Centre for Rural Health and Social Education (CRHSE). It was agreed that:
1) The evaluation team would consist of Dr. Daisy Dharmaraj and Mr. F. Stephen, who were consensus candidates identified by CRHSE and its funding partners.
2) The evaluation would focus on CRHSE's main health and social education programs in its three zones and a special program in Netaji Nagar.
3) Given the historical significance and government recognition of Siddha medicine in Tamil Nadu, the evaluation team would visit the Siddha program but not evaluate it, as the team members did not have
