This proposal discusses a study that aims to improve student learning outcomes in social studies (IPS) on the topic of Indonesia's maritime territorial division through the use of the snowball throwing model. The study will be conducted with 6th grade students at SDN 01 Manguharjo school in the 2012/2013 academic year. The proposal outlines the background, problem formulation, problem solving, research objectives, benefits, literature review, research hypotheses, research methods, data collection techniques, and data analysis plan to be used in the study. The snowball throwing model is expected to actively engage students and improve their understanding of Indonesia's maritime territorial division.
