ABSTRACT : Regulation of Indigenous Forests which are part of Social Forestry based on applicable laws and
regulations as stipulated in the Regulation of the Minister of Environment and Forestry of the Republic of
Indonesia Number 9 of 2021 Concerning Social Forestry Management. Obstacles in the management of
customary forests which that have been part of social forestry so far in the Province Riau, among others: First,
there is no customary forest legality. Second, in the field, there is still a ninik mamak dualism in the village so
that forest management is sometimes misplaced. Third, increasing the capacity of human resources to assist
indigenous peoples in managing customary forests. Fourth, the budget, relatively limited program funding
constraints. Fifth, in addition to assistance and financing, in the future social forestry schemes including
customary forest management need to be simplified. To overcome the above obstacles, several things need to be
done, including: first, availability of an adequate budget provided by the government. Second, Simplifyingy
licensing and administration processand simplified customary forest schemes so that they can be easily
understood. Third, increasing the capacity of human resources for community assistance in managing social
forestry. Therefore there is a need for a Model in Participatory Customary Forest Management by emphasizing
management based on the active participation of indigenous peoples in customary forest management.

ABSTRACT : The World Health Organization (WHO) emphasizes the importance of an effective system in
handling emergencies to reduce mortality and disability (WHO, 2023). In Indonesia, this service is regulated in
Law No. 17 of 2023 concerning Health and Regulation of the Minister of Health No. 47 of 2018 concerning
Emergency Services. However, obstacles in its implementation still occur, especially related to the limited number
of medical personnel, especially doctors, in remote areas. The purpose of this study is to examine the delegation
of authority of doctors to nurses in emergency services based on the principles of the Medical Code of Ethics.
This study uses a normative legal approach with a literature study method. Data were collected from primary legal
materials, such as Law No. 17 of 2023 concerning Health, and secondary legal materials in the form of journals
and related literature (Huda & Huda, 2021). The analysis was carried out using a statute approach and a conceptual
approach to examine applicable regulations and their suitability to practices in the field.
The results of the study indicate that the delegation of authority from doctors to nurses in emergency services is a
common practice in Indonesia, especially in areas with limited medical personnel. However, existing regulations
do not specifically regulate the limits and mechanisms for the delegation of authority. Therefore, a clearer policy
revision is needed regarding the delegation of authority in emergency services as well as increased training for

ABSTRACT : The delivery system for relief materials including food essentials and medical requirements
and shelter needs to affected people depends heavily on Humanitarian supply chain management (HSCM)
during disaster response operations. Humanitarian logistics operation faces major difficulties which stem from
the unpredictability of needs and defective infrastructure and depleted resources. People with industrial engineering
knowledge use optimization methods alongside data analysis techniques and resource management models to
create innovative improvements for emergency supply chains. The research utilizes potential applications of
industrial engineering methods for improving disaster response operation frameworks. It also assesses supply
chain performance improvement through quantitative modeling along with case study analysis and survey
research and optimization algorithms and predictive analytics along with automated logistics systems. The study
gives humanitarian organizations understanding of how implementing industrial engineering approaches will
enhance coordination while decreasing delays and maximizing resource use. The study serves to expand
humanitarian logistics literature through its development of an organized method to optimize disaster relief
operations.

ABSTRACT : This study aimed to investigate how customary, freehold, and leasehold land tenure systems in
Ngora District, Uganda, can be reformed to enhance agricultural productivity, with a focus on identifying effective
strategies and potential reforms. By examining the three prevalent land ownership systems, this research provides
critical insights into policy and practice improvements that could benefit the agricultural sector, local
communities, and the broader economy. The study was conducted in a district characterized by overlapping and
unclear land tenure systems, which have led to frequent disputes and hindered the adoption of modern farming
practices. A mixed-methods research design was employed, incorporating both quantitative and qualitative data
collection and analysis, to thoroughly assess the effects of these land tenure systems on agricultural productivity.
Advanced coding techniques, statistical methods, and analytical tools were used to systematically analyze the
data, revealing patterns, themes, and relationships between the variables. The study achieved a high response rate,
with 92% participation in in-depth interviews and 99.3% in the quantitative component, with a higher
representation of male respondents (71% in the expert group, 63% in the larger sample). The findings underscore
the importance of secure and well-regulated land tenure systems in promoting agricultural productivity and
addressing poverty and food insecurity in Ngora District. To improve agricultural outcomes, the study
recommends the adoption of sustainable farming practices and crop diversification, alongside collaborative efforts
by central and local governments to secure and protect land rights under all three tenure systems.

ABSTRACT : The field of sustainable supply chain management (SSCM) has become essential in industrial
engineering because it incorporates environmental along with social and economic factors into supply chain
operations. The research examines SSCM by applying systems engineering techniques which include
sustainability-based approaches in industrial engineering such as green logistics alongside circular economy
methods as well as life cycle assessment (LCA). These methodologies serve two functions which are
environmental impact reduction with maintained operational efficiency. The research study combines structured
surveys with case studies from business sectors that use sustainable supply chain approaches to achieve its data
collection. The study examines how green logistics methods work to decrease carbon pollution and discloses
which circular economy frameworks reduce waste output as well as when and why LCA enters decision-making

organizational resilience through knowledge management, adversity intelligence and work motivation. This study
uses a survey method with path analysis and the SITOREM method to analyze key indicators. Using smart PLS
