An all weather Haul Road Upgrade Project was implemented at the OZ Minerals Prominent Hill site in March 2012. The primary objective was to introduce a "traffic light" system identifying the various levels of remediation required and types of depths and material to be utilised. Once designed crossfalls and appropriate drainage were established in conjunction with sub-base, base and wearing course materials the mining haul roads were capable of sustaining traffic during light rain events; thus increasing productivity and vehicle integrity and longevity for sustained periods. The project provided appropriate road systems both in pit and on surface routes to the waste dumps and ROM Pad during rain events. Some $4M per year in recovered productivity has been anticipated by the implementation of this successful project initiative.

Former Head of the Geotechnical Discipline for Network Rail Scotland, I am an
experienced Asset Manager/ Engineer with 42 years experience in the design,
construction and maintenance of assets in the railway environment including bridges,
stations, geotechnical and drainage assets. I was responsible for the successful
delivery of renewal and maintenance works of circa £30 million per annum.
I also had principal responsibility for the compilation of a five year strategic business
plan CP5 for the renewal and maintenance of geotechnical and drainage assets.
I am experienced in working within a regulated environment and have a good working
relationship with the Office of Rail Regulation.
 2003 to 2014 : Route Asset Manager - Geotechnics, Network Rail
Reporting to the Director of Route Asset Management , I had Asset Stewardship
responsibility for Scotland’s embankments and cuttings (rock and soil slopes), all
drainage, coastal defences and ancient mineworkings.
I had responsibility for line management and direction of a Business Unit of
geotechnical and drainage engineers and I had sponsorship responsibility for
delivery of Scotland’s geotechnical Business Plan for major remedial works of value
circa £20 million per annum. I also had responsibility for the compilation of Network
Rail Scotland’s Geotechnical Business Plan submission for the 5 yearly financial
control period CP5 which commenced April 2014, this work required to be
compliant with Network Rail’s Corporate Business objectives and National Policies
for improving the geotechnical asset which is influenced by historical performance;
the current value of intervention works is £93 million.
Day to day responsibilities included direction of my team on the on site evaluation
of examination reports for rock cuttings, soil cuttings and embankments.
Examination of these assets resulted in a quantitative RSHI (Rock Slope Hazard
Index) or SSHI (Soil Slope Hazard Index) score indicating geotechnical condition as
a proxy for the likely hood of failure.
Delivery of Network Rail’s Drainage Policy including examination and flood risk
assessment. Compliance with Scottish Legislation relating to Flood Risk
Management liasing with SEPA and other relevant stakeholders. I was also a
member of the National Flood Risk Management Advisory Group for Scotland
chaired by SEPA.
The Geotechnical assets in Scotland comprise over 35,000 rock and soil slopes,
measured in 5 chain (110 yard) sections, whilst coastal defences comprise over 300
sea walls, gabion and rock armour protection. Failure of an asset can result in line
closure, line speed restrictions and resultant loss of income from train operating
companies. Scotland has 41% of the national total of Network Rail’s population of
rock slopes which present unique challenges. The choice of appropriate intervention
option of renewal, refurbish or maintain was determined by my team and approved
or otherwise by me.

2. • 1998 to 2003 : Assistant Infrastructure Contract Manager, Railtrack
Reporting to the Infrastructure Contract Manager, I assisted with the management
and direction of a team of 80 professional contract management and engineering
staff many of whom were Chartered Engineers within their specialist disciplines of
track, structures, signalling and electrical engineering and ensure delivery of
Railtrack’s Infrastructure Maintenance Contract in Scotland of value circa £100
million per annum, the Maintenance Contract provided for the cyclical and safe
asset management of Railtrack’s track, stations, signalling, overhead line and
electrical distribution equipment.
The track, structures, buildings, signalling and electrical engineers also provided
support to contract management teams and determined the priority and
specification of work to be carried out as capital renewal works.
• 1994 to 1998 : General Contract Manager, Railtrack
Management of a portfolio of contracts of value £16 million per annum for the
cyclical examination, planned and reactive maintenance of all Stations and Depots
in Scotland, Telecomms Maintenance, Structures Examination and operational
contracts.
In addition to my contract management responsibilities, I was responsible for
ensuring that the activities of Outside Parties did not disrupt safe operation of the
railway. In support of these activities, I managed and directed a team of Contract
Managers and Engineers with specific responsibilities.

This post required me to ensure that feasibility studies, surveys, preparation
and negotiation of fee agreements, design calculations, working drawings,
contract documents and specifications, estimates and tender procedures were
carried out for a variety of civil engineering enhancement projects including
bridge construction and repair, tunnel repairs, earthwork remediation and
station construction in accordance with technical and safety standards.
I led and directed a team of ten Management and Technical staff ensuring
evaluation and completion of engineering options, design calculations and
certification through to preparation and award of tender, contract site
supervision and award of interim and final contract valuations.
I designed the Scotland Reinforced Concrete Arch beam for 45 degrees of
skew to full HA loading that was used on the Edinburgh to Glasgow
Electrification Project. This design was used for all bridges with degrees of
skew up to 45 degrees avoiding costly design rework.
Notable enhancement projects included Ayrshire Electrification, East Coast
Main Line Electrification and Carstairs to Edinburgh Electrification.
