This document provides an overview and demonstration of Virginia's statewide health information exchange (HIE) called ConnectVirginia. It discusses the history and goals of ConnectVirginia, describes how DIRECT secure messaging works, highlights advantages like security and flexibility, and explains how to enroll. 8. DIRECT Messaging
Based on the National Direct Project, an initiative of Office of the
National Coordinator (ONC)
Allows providers to share health information electronically
o Method similar to regular email
o Added security required for sensitive health information
Push secure messaging system
o Information is sent from one registered provider to another
o Recipient must be known to the sender
Supports common use cases: referrals, transitions in care, consults
Meets a Meaningful Use requirement

11. Advantages
Very robust credentialing process that restricts access to Virginia
health care professionals
Based on the national Direct Project which is specifically designed
to handle protected health information.
Each state and U.S. territory will support messaging based on the
Direct Project.
Recognized by CMS to meet a Meaningful Use requirement.
DIRECT Messaging will be the de facto standard for pushing
information among a large number of Virginia health care
providers.
Workflow flexibility with use of delegates.
Easy access via Internet browser. A separate email system is not
required. No extra steps to remember.
Users will be able to be notified of messages received via a
notification to their mobile device.
Low cost free until April, 2013. Then $15/month thereafter. 11
12. Security
Security features include:
DIRECT Messaging requires Two Factor Authentication.
The environment is PCI compliant, a standard utilized by
financial institutions for storing credit card numbers.
Password requirements are compliant with NIST Level 3 standards.
Certificates for DIRECT Messaging are transparent to the user.
The encryption utilized, Advanced Encryption Standard (AES), has
been adopted by the U.S. government.
As a result of this security infrastructure these messages:
Are routed only to intended and trusted recipients.
Cannot be compromised during transmission.
Can be read only by the intended recipient.
