1998:  The Loss of Boots Park The City lost its lease to 9-acre Boots Park, leaving a total of only 105 acres in inventory– a 25 acre deficit at that time
1999:  The Creation of PARCS, Inc. Created to model successful community capital campaigns for the acquisition of park land to then be deeded to the City A variety of funding vehicles available that government agencies traditionally do not have in the acquisition of land Since 1999, PARCS, Inc. has been involved in the acquisition of five new parks totaling 135 acres – more than doubling the size of the park system
2000:  The Parcel 63 acres of agricultural land with access to two wetlands Two acres donated to City for new Water Treatment Plant
2001 – 2002:  Funding a Park Land Acquisition Martha Beckenholdt $100,000 Central Indiana Community Foundation $100,000 Hancock County Community Foundation $135,000 Eli Lilly & Company   $25,000 Accrued Interest & Misc. Donations   $4,300
2004 – 2006:  Funding a Park Phase 1 Development Land & Water Conservation Fund (LWCF) $200,000 Center Township   $12,500 Irving Materials, Inc. / E&B Paving   $20,000 Parks Department General Fund $100,000
2007 – 2008:  Funding a Park Phase 2 Development Tax Increment Financing (TIF) District $400,000 Home Depot   $2,000 Hancock Regional Hospital   $1,300 Wal-Mart   $1,000
2006 – 2007:  Finishing a Park Phase 1 Development Earthwork, pond construction Entrance drive, parking area and trails Wetland restoration, prairie planting Picnic shelter, windmill aerator
2008 – 2009:  Finishing a Park Phase 2 Development Fishing piers and wetland observation decks Dog park, including fence and shelters  Prairie, lawn and tree plantings Donor plaza and interpretive panels
August 1, 2009:  Park Dedication Total Investment:  $1.1 million $600,000 in donations
