5. TOP CAREER ACHIEVEMENTS
- Harold Sperringer -
1) Instrumental in founding and developing the Morgantown Underwater Search and Recovery team whose
members consist of Police and Fire personnel. The USRT has successfully recovered numerous items of
evidence that aided in the successful identification of the responsible suspect. The USRT has also aided
several families with the locating missing family members due to drowning.
2) Responsible for securing a FEMA Port Security Grant in an amount of over $250,000 for the
Morgantown Underwater Search and Recovery Team. The items purchased from this grant has provided
the USRT with much needed equipment and training that ensures the safety of the divers and the ability
to successfully accomplish its mission.
3) Developed in conjunction with the West Virginia University Office of Multi-Cultural Programs the
Conversations with a Cop program which is designed to build cooperative relationships with the various
cultures within West Virginia University and the citizens of Morgantown.
4) Established and maintained exceptional relationships with departments within the city in order to
accomplish assigned tasks, attain successful completion of major planned and unforeseen events, and
maintain the safety and security of the citizens of Morgantown. These departments include: Airport,
Code Enforcement, Engineering, Finance, Fire, Fleet Maintenance, Human Resources, Municipal Court,
Parking Authority, Planning, Recreation, Signs and Signals, Street, Public Works, and the Utility Board.
5) Successfully developed long term partnerships between the Morgantown Police Department and
surrounding law enforcement agencies, including federal law enforcement agencies, which encourages
information sharing, intelligence sharing, training, and personal relationships. These relationships have
led to numerous successful prosecutions of locally organized criminal elements.
6) Attended and graduated from the 241st Session of the Federal Bureau of Investigation National
Academy. The FBINA is a ten week professional development course held at the FBI Academy in
Quantico, Virginia. The FBI National Academy was developed to improve the administration of justice
in police departments in the U.S. and many foreign countries. The National Academy prepares law
enforcement leaders for complex, dynamic, and contemporary challenges through innovative techniques,
facilitating excellence in education and research, and forging partnerships throughout the world.
7) Instrumental in the development of the Morgantown Area Disaster Plan. The disaster plan is a
collaborative effort between Law Enforcement and first responders throughout the northern region of
West Virginia in order to anticipate and properly prepare for disasters that are both natural and man-
made. This plan was put to the test during the winter of 2013. First responders following the disaster plan
were successful in ensuring the safety of the citizens, along with the first responders.
8) Responsible for planning and managing large athletic and entertainment events that occur annually in and
around the City of Morgantown. These events can draw over 100,000 spectators and participants. These
events include WVU football games and concerts, the MountainFest motorcycle rally, and the
Morgantown Marathon and Triathlon.
9) For the past three years, worked side by side with the Chief of Police in the strategic planning for the
overall departmental goals and objective. These goals and objectives are the roadmap for the success of
the police department. Some of these objectives include crime reduction and prevention, community
policing programs, officer development, cultural diversity, and community/police relations. Due to the
successful strategic planning, the relationships between the community, businesses, local government and
the police department have greatly improved.
6. 10) Have the primary responsibility for analyzing the departmental needs in order to prepare
recommendations to the Chief of Police and City Manager for the preparation of the capital improvement
plan for the Morgantown Police Department. Based on this analyses, the department has seen success in
the acquisition of several large equipment purchases, including new police vehicles, ballistic vests,
additional personnel, specialty vehicles, and computer systems.
11) Currently principally involved in the ongoing multi-million dollar exploration for the funding and
procurement of a viable alternative for the current Computer Aided Dispatch and Record Management
System for first responder agencies in the northern region of West Virginia.
12) Over the past five years, have been the primary authority in researching, writing, reviewing and
developing the Policy and procedures, and General Orders for the Morgantown Police Department.
These policies and General Orders are the backbone of the department by providing the officer the
direction needed to respond to the ever changing dynamics of law enforcement.
13) The primary supervisor for the command and administrative staff of the Morgantown Police
Department. During my time as the Assistant Chief of Police, noticeable improvement have been made
in the overall morale of the department, the flow of communication has been enhanced so that
misunderstandings have greatly been reduced, and the overall community perception of the department
has improved.
14) Collaborated, in conjunction with the City Manager and the Chief of Police, in the implementation of a
city wide user fee that will add an additional 1.9 million dollars to the capital outlay of the Police
Department budget. This increase will add to the manning strength of the Police Department and allow
for the purchase of much needed equipment to aid in the protection and security of the citizens.
