H.R Manual - Introduction
 The Human Resource (HR) Manual provides current policy of an
organization in a clear, concise, and easy to interpret format.
 It provides a framework of principles, policies, procedures, guidelines,
tools, and templates to serve as a practical guide for HR management.
 The HR Manual contains direction on implementation of articles
found in collective bargaining agreements and employee handbooks
as well as other human resource matters.

 Consistent approaches to human resource management across the organization
 Guidance and flexibility for managing organizations human resources

Who is the HR Manual for?
The HR Manual is primarily for HR managers and HR
personnel working in the manufacturing, hospitality, humanitarian,
development and in various other organizations.
Why use the HR Manual?
In order to set up a good foundation of HR systems,
policies and procedures early on, especially when
an operation is working in its emergency stages.
 To ensure that all staff members are provided with the adequate
HR support and guidance to enable them to deliver the required services.
Users of the HR manual should select and adapt the information
provided according to the needs and requirements in their
particular organization, and to the legal framework of the
country(ies) of operations.

What is the difference between
Employee
handbook
H.R manual
An employee handbook is written with employees as the intended
audience. It is most often written using a straightforward layout for
easy referencing of company policies and procedures and is a vehicle for
familiarizing employees with basic company policies and benefit program,
as well as the general expectations of the company, including
acceptable and unacceptable behavior and disciplinary measures.
A H.R manual is a comprehensive text that details every aspect of company policy ,
the procedures for following those policies and the forms needed to complete each
process. A HR manual is a reference tool for managers and supervisors. This tool is
much more complete in detail than the employee handbook and should be used for
back-up when more information is needed to explain a policy or when a deeper
understanding of a process is desired. As a benefit to management, the manual can
contain references to central and state laws that correlate to each policy.

internal document
belonging to the company,
it is at the discretion of the
employer to decide who is
to be involved in the
preparation of the Manual
However, the manual must
be prepared with
someone who possesses
the skills in labor and
human resources matters.
The law requires an
employer to display the
rights of an employee in a
conspicuous place at a
work place. If the
organization does not
have an HR Manual,
it need to find a way to
display employees rights
 in this regard, the
HR Manual is very useful.
