This project aims to create an online platform called Liberopinion to enhance e-Democracy by enabling interaction between stakeholders in democratic processes, encouraging citizen participation, and fostering debate. It consists of two main applications - Elections, which concentrates stakeholders in elections in one place for multidirectional communication, and Governmeter, which allows citizens to monitor and deliberate on government performance. The goal is to narrow the gap between citizens and politicians through structured online discussion.
GD4. Communications, information and monitoringENPI FLEG
油
Representatives from Uzbekistan, Kyrgyzstan, Tajikistan, Armenia, and Russia discussed regional cooperation on communications, information sharing, and monitoring progress on the 2005 Saint Petersburg Ministerial Declaration on Forest Law Enforcement and Governance (FLEG). Key discussion points included the main achievements in raising public awareness of FLEG within each country, audiences that information should target to promote FLEG, ways to improve existing information channels to ensure useful information reaches relevant stakeholders, and the need for cooperation across countries and stakeholders to improve access to and monitoring of FLEG-related information.
Liberopinion is a platform that aims to improve interaction between political candidates and citizens during electoral periods. It allows citizens to submit questions and suggestions to candidates, rate existing questions and suggestions, and view candidates' responses and electoral programs. Candidates can answer questions, comment on suggestions, publish their programs, and debate with other candidates and citizens. In a beta test of the platform during Portuguese elections in 2009, it received over 3000 visitors with 118 questions submitted to candidates, who answered almost all questions posted. The study concludes the platform has high potential to increase e-campaigning and engagement but will require more resources and support to manage large volumes of user input.
This document describes a platform called Javnarasprava.ba that aims to connect citizens and parliament in Bosnia and Herzegovina. The platform provides summaries of proposed laws to help citizens understand them, identifies key policy issues, and allows citizens to vote and submit questions to parliamentarians. It has seen over 600,000 visits and 350 laws analyzed. Parliamentarians can use it to gauge public opinion and promote their positions. The goals are to increase participation from more parliamentarians, expand the platform to all cantonal parliaments, and make citizen engagement through the platform a decisive factor in lawmaking.

The document discusses a model for digital mediation to encourage direct public participation in electoral periods. It examines two research questions: 1) How to engage citizens through digital tools and 2) The role of media in e-participation initiatives. The model was tested on an online platform called iLeger during Portuguese elections. Results showed that short-term live events and media involvement increased citizen engagement by attracting visitors and participation, especially during debate events. The document concludes that media support is crucial for citizen mobilization in e-participation and recommends practices like involving stakeholders and promoting short, live, and easy participation opportunities to encourage civic engagement.
The document proposes a new social network called WePolitics that aims to redefine citizen participation in democracy. It would allow users to express opinions on political issues, see real-time statistics, and connect citizens and politicians. The founders argue democracy is not working due to low citizen participation. WePolitics would use polling and social features to understand public opinion in real-time and give citizens and politicians a way to engage in dialogue. It would target the market research industry and offer premium services, targeted ads, and white-label licenses to other organizations. The founders have experience in politics, product development, and operations and aim to launch in Greece and expand internationally.

Social Media in Policy Making - The EU Community project approachYannis Charalabidis

This document proposes a novel approach for the European Union to leverage its policy community through social media. It focuses on targeting knowledgeable experts and curating relevant policy documents, using techniques like reputation management, document relevance rating, and advanced visualizations. The approach was developed through workshops with EU policy stakeholders and aims to increase interaction, information sharing, and policy influence among community members. An ICT platform called EurActory is proposed to merge experts and data from various sources. The research seeks to evaluate how well the approach assists EU institutions and stakeholders.
WeGov was presented at the Samos 2010 Summit, Declaration On the Future of ICT for Governance in Samos, Greece, on the 8th July 2010. The presentation took place in Session V of the Summit. Session V focused on the subject "ICT Research meets practice". The session underlined the adoption of the research prototypes and ideas, as well as on the application of various innovative solutions in the Public Sector and the Local Administrations, with a view to achieve efficient services provision which will meet the administration needs with overall aim, to better serve the citizens.
Revitalizing democracy - the power of online toolsMadarasz Csaba

The document discusses how new technologies can help revitalize democracy by reducing information inequalities. It profiles several civic technology organizations that are developing tools to promote government transparency and public participation. These include platforms for online deliberation, freedom of information requests, reporting local issues, and monitoring elected representatives. While technology alone cannot improve democracy, open-source tools provided by civic groups and businesses can support innovative practices and shift power dynamics if adopted by governments. Overall, the document is optimistic that grassroots democratic innovations made possible by new information technologies have potential to positively impact official political processes.

It discusses two main types of interventions: research to influence elections and research on elections. Key components discussed include research, outreach events, dissemination, and debates. Examples from Latin America (CIES, Grupo FARO), Africa (IAE Ghana), and Asia (CSDS India) demonstrate different approaches think tanks have taken, including producing policy papers, organizing debates between candidates, and conducting long-term research on voting trends. Challenges and lessons learned emphasize the importance of context, building trust, partnerships, and funding strategies. The panel explores how think tanks can best position research to impact elections and policymaking.

#10: Considering future work in this application, Liberopinion-Elections, after more detailed consultation of the stakeholders, the citizens and candidates, functionalities such as workflow and staff management to the candidates and management of favorite contributions to the citizens were the main points identified. In addition, as a direct consequence of the application development and usage, the following open questions were identified for future research and development:油How to prevent duplicated entries and how to manage a possibly large amount of questions and proposals. All in all, we believe Liberopinion-Elections to be an effective tool for elections 2.0, and we hope this new way of citizen-candidate interaction can also inspire other initiatives for finding innovative solutions in e-democracy.油

#14: From the feedback we received, applications in e-democracy will become mainstream. These digital tools would provide a major contribution to reverse the current disengagement from political and electoral debate, as well as a valuable means to bring together both citizens and politicans through open and direct dialogue. There were two types of reactions by the politicians when invited to participate in this platform, one where the candidates show their enthusiam from the first moment and consider this as a great opportunity to transmit their political message to voters, while other candidates, typically of older age, admit that political future is towards tools such as this one, but feel their participation as another resource consuming initiative for which, in contrast to the well known broadcast media, they still do not have the appropriate internal structure and preparation. These were clear signs that tools specially designed for supporting e-democracy are still in an early stage and that there is openness from the vast majority of political parties to embrace and participate in new initiatives such as this one. All political candidates are well aware of the current momentum in internet-based social networks and dedicate more and more financial and human resources for transmitting their messages across the electorate through web channels such as twitter and facebook and their own websites.
