This document discusses a case of large-scale child sexual abuse in Belarus involving over 10,000 victims. An investigation began after complaints about a queer cyclist and led to uncovering a network run by a former government official that exploited boys from orphanages. Limited resources made helping victims difficult. The document proposes a United Child Protection Model to better coordinate prevention, response, and rehabilitation through a training and service center. Cost analyses found the model more efficient and impactful than the current fragmented system. International support is requested to address this disaster and establish a replicable model for child protection.
