передачи данных:
Связь третьего поколения (UMTS)
Сети и услуги четвертого поколения (LTE)
Развитие услуг фиксированного ШПД
Дополнительные услуги (контент и пр.)

4. Что мешает инвестициям в сфере телекома?
Государство не стимулирует развитие современных технологий (бюрократия,
затягивание процесса выдачи лицензий 3G, что ставит Украину на обочину развития
современных телекоммуникаций); отсутствие национальной стратегии развития
телекоммуникационных технологий следующих поколений
Нормативная база регулирования отстает от развития технических средств
Существующая система сертификации тормозит развитие современных технологий
– требуется дополнительная, длительная сертификация оборудования,
производимого всемирно известными компаниями по стандартам, которых
придерживается весь мир
Сложные, излишне забюрократизированные процедуры легализации и ввода в
строй объектов телекоммуникаций, система двойного лицензирования, попытки
ввести дублирующие или дополнительные разрешения, множественные
согласования, в т.ч. от органов местной власти
Проблемы регулирования отрасли - отсутствие единых, прозрачных «правил игры»,
обязательных для всех игроков рынка (частые немотивированные попытки
вмешательства регулирующих органов в деятельность компаний)

5. Во многом дальнейшее развитие базовой и стратегической для всей
экономики страны отрасли телекоммуникаций зависит от позиции
государства.
Если государство сегодня не проявит прозорливости и не устранит
препятствия на пути современных технологий, цифровой разрыв
Украины с развитыми экономиками из угрозы превратится в реальность.
Если же политика государства будет дальновидной и ориентированной
на создание благоприятного для инвестирования климата, Украина еще
успеет интегрироваться в глобальную информационную инфраструктуру
и мировую экономику.
