PMOs within an organisation can be centralised, hub and spoke with a central PMO with satellite PMOs globally, or embedded within projects. #8: Lying at the heart of those questions were assumptions about these three tools the one question I didnt ask was whether you used iPhones, and thats because the project I am about to discuss is more likely to use Android smartphones than any other make.
But also, whatever your personal responses to these questions, there is ample evidence that both Twitter and YouTube provide excellent avenues for continuing professional development, building communities of practice and sharing resources. And both of these are freely available on Android smartphones.
#10: today I am outlining a plan to develop a continuing professional toolkit which uses twitter and youtube to disseminate community of practice building activities and open education resources, specifically targeting primary and secondary school teachers in low-income SSA nations.
The plan makes no assumptions about use of Twitter or Youtube and aims to take teachers step by step through setting up accounts, searching, hashtags etc in order to shorten the amount of time it might take teachers to adopt these tools. In high income countries we took about five years (2007-2012) to really embed Twitter in our personal learning networks, I propose that it might be possible to tighten this up a bit.
It does adopt video as its primary medium and YouTube as its main hub, --- which may need a rethink because its difficult (almost impossible) to create community on the YouTube platform.
#11: These figures here are general mobile phone subscriptions so they include basic phones, feature phones as well as smart phones.
But smartphones are the future.
Data coming out does show that smartphone use is increasing and that use of social networking is also increasing.
There is also evidence that governments encouraging cell companies to provide cheap enough data plans is also paying off. Those countries that dont do that (like Malawi for example) have seen little or no change in subscriptions.
YouTube is rolling out offline access.
Android is free.
Twitter is still free.
My point is that now is the time to put in place some resources that make use of changing habits.
#12: the first objective is to provide a set of videos and accompanying activities for trainee teachers to access via their universities that guide them through using twitter and encourage the formation of support groups.
#13: Lets make this learning design a bit easier to read.
the second objective is to provide a second set of videos and activities that guide teachers through the creation and remixing of OER video (for example within this will be translations of the first set of video scripts into indigenous languages for captioning). This is feasible within the program parameters, i.e. everything needs to be able to be seen, used and created on a smartphone, because YouTube creator studio is now available as an app.
