Pada tanggal 14 Februari 2025 lalu, telah terbit Peraturan Menteri Keuangan (PMK) baru, yakni PMK Nomor 15 Tahun 2025 (PMK 15/2025) tentang Pemeriksaan Pajak. PMK 15/2025 ini merupakan hasil penyesuaian ketentuan pemeriksaan pajak yang diatur dalam Peraturan Pemerintah Nomor 50 Tahun 2022 tentang Tata Cara Pelaksanaan Hak dan Pemenuhan Kewajiban Perpajakan. PMK ini juga diterbitkan untuk mengganti regulasi mengenai pemeriksaan pajak sebelumnya, yang tersebar dalam beberapa peraturan lain, yaitu PMK 17/2013 s.t.d.t.d PMK 184/2015, PMK Nomor 256/2014 dan Pasal 105 PMK 18/2021.

Teori keadilan yang dikembangkan oleh John Rawls, yang berfokus pada prinsip kebebasan dasar yang setara dan prinsip perbedaan, memberikan fondasi yang sangat relevan dalam merancang masyarakat yang lebih adil, terutama dalam konteks demokrasi modern. Rawls mengajukan ide bahwa keadilan dalam masyarakat tidak hanya berkaitan dengan pembagian hak-hak dasar yang setara bagi semua individu, tetapi juga bagaimana mengatur ketidaksetaraan sosial dan ekonomi secara adil. Menurut Rawls, ketidaksetaraan dalam distribusi sumber daya dan kesempatan hanya dapat diterima jika ketimpangan tersebut memberi manfaat yang lebih besar bagi mereka yang paling tidak beruntung, yaitu mereka yang berada pada posisi sosial dan ekonomi yang paling rendah. Hal ini menunjukkan bahwa setiap kebijakan publik yang diambil harus memprioritaskan kesejahteraan dan kepentingan kelompok yang paling terpinggirkan dalam masyarakat.
Prinsip pertama Rawls, yaitu kebebasan dasar yang setara, menekankan bahwa setiap individu dalam masyarakat harus memiliki kebebasan yang setara untuk menentukan kehidupannya sendiri, bebas dari diskriminasi atau penindasan. Kebebasan ini mencakup hak-hak dasar seperti kebebasan berbicara, kebebasan beragama, dan hak untuk memilih dalam sistem politik yang demokratis. Dalam konteks ini, teori Rawls sangat menekankan pentingnya jaminan negara untuk melindungi kebebasan dasar setiap individu, yang dianggap sebagai hak asasi yang tidak bisa dikompromikan. Kebebasan ini harus dijaga dan dilindungi dalam kerangka hukum, agar setiap orang, tanpa memandang status sosial atau latar belakangnya, dapat menikmati hak-hak mereka secara setara. Selain itu, prinsip kebebasan dasar ini juga menjamin martabat setiap individu, mengakui mereka sebagai entitas yang memiliki nilai yang setara dalam masyarakat, serta memastikan bahwa mereka tidak diperlakukan lebih rendah dari orang lain.
Prinsip kedua, yaitu prinsip perbedaan, mengharuskan bahwa ketidaksetaraan dalam masyarakat, baik dari segi sosial maupun ekonomi, hanya bisa diterima jika ketidaksetaraan tersebut memberikan manfaat yang lebih besar bagi mereka yang paling tidak beruntung. Hal ini memperlihatkan bahwa Rawls tidak sepenuhnya menolak ketidaksetaraan, tetapi ia memberikan syarat ketat bagi ketidaksetaraan tersebut untuk dapat diterima. Ketidaksetaraan yang ada haruslah digunakan untuk memperbaiki kondisi mereka yang berada pada posisi paling bawah, seperti orang miskin dan kelompok yang terpinggirkan. Oleh karena itu, penerapan prinsip ini dalam kebijakan publik sangat penting untuk menciptakan masyarakat yang lebih adil, di mana keuntungan dari ketidaksetaraan dapat digunakan untuk meningkatkan kesejahteraan mereka yang paling kurang beruntung. Prinsip perbedaan ini, dengan kata lain, mendorong pengembangan kebijakan redistribusi yang lebih adil, seperti pajak progresif dan program kesejahteraan sosial yang dapat mengurangi jurang ketimpangan antara yang kaya dan yang miskin.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying its good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation thats least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state theyre comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Prinsip kedua, yaitu prinsip perbedaan, mengharuskan bahwa ketidaksetaraan dalam masyarakat, baik dari segi sosial maupun ekonomi, hanya bisa diterima jika ketidaksetaraan tersebut memberikan manfaat yang lebih besar bagi mereka yang paling tidak beruntung. Hal ini memperlihatkan bahwa Rawls tidak sepenuhnya menolak ketidaksetaraan, tetapi ia memberikan syarat ketat bagi ketidaksetaraan tersebut untuk dapat diterima. Ketidaksetaraan yang ada haruslah digunakan untuk memperbaiki kondisi mereka yang berada pada posisi paling bawah, seperti orang miskin dan kelompok yang terpinggirkan. Oleh karena itu, penerapan prinsip ini dalam kebijakan publik sangat penting untuk menciptakan masyarakat yang lebih adil, di mana keuntungan dari ketidaksetaraan dapat digunakan untuk meningkatkan kesejahteraan mereka yang paling kurang beruntung. Prinsip perbedaan ini, dengan kata lain, mendorong pengembangan kebijakan redistribusi yang lebih adil, seperti pajak progresif dan program kesejahteraan sosial yang dapat mengurangi jurang ketimpangan antara yang kaya dan yang miskin.

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying its good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation thats least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state theyre comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).AI Trends in Creative Operations 2024 by Artwork Flow.pdf
