โคลเบิร์ก (Lawrence Kohlberg) ได้ศึกษาวิจัยพัฒนาการทางจริยธรรมตามแนวทฤษฎีของเพียเจต์ แต่โคลเบิร์กได้ปรับปรุงวิธีวิจัย การวิเคราะห์ผลรวมและได้วิจัยอย่างกว้างขวางในประเทศอื่นที่มีวัฒนธรรมต่างไป วิธีการวิจัยของโคลเบิร์ก จะสร้างสถานการณ์สมมติปัญหาทางจริยธรรมที่ผู้ตอบยากที่จะตัดสินใจได้ว่า “ถูก” “ผิด” “ควรทำ” “ไม่ควรทำ” อย่างเด็ดขาด เพราะขึ้นอยู่กับองค์ประกอบหลายอย่าง การตอบจะขึ้นกับวัยของผู้ตอบเกี่ยวกับความเห็นใจในบทบาทของผู้แสดงพฤติกรรมในเรื่องค่านิยม ความสำนึกในหน้าที่ในฐานะเป็นสมาชิกของสังคม ความยุติธรรมหรือหลักการที่ตนยึดถือ โคลเบิร์กให้คำจำกัดความของจริยธรรมว่า จริยธรรมเป็นความรู้ ความเข้าใจ เกี่ยวกับความถูกผิด และเกิดขึ้นจากขบวนการทางความคิดอย่างมีเหตุผล ซึ่งต้องอาศัยวุฒิภาวะทางปัญญา โคลเบิร์ก เชื่อว่าพัฒนาการทางจริยธรรมเป็นผลจากการพัฒนาการของโครงสร้างทางความคิดความเข้าใจเกี่ยวกับจริยธรรม นอกจากนั้น โคลเบิร์ก ยังพบว่า ส่วนมากการพัฒนาทางจริยธรรมของเด็กจะไม่ถึงขั้นสูงสุดในอายุ 10 ปี แต่จะมีการพัฒนาขึ้นอีกหลายขั้นจากอายุ 11-25 ปี การใช้เหตุผลเพื่อการตัดสินใจที่จะเลือกกระทำอย่างใดอย่างหนึ่ง จะแสดงให้เห็นถึงความเจริญของจิตใจของบุคคล การใช้เหตุผลเชิงจริยธรรมไม่ได้ขึ้นอยู่กับกฎเกณฑ์ของสังคมใดสังคมหนึ่งโดยเฉพาะ แต่เป็นการใช้เหตุผลที่ลึกซึ้งยากแก่การเข้าใจยิ่งขึ้นตามลำดับของวุฒิภาวะทางปัญญา
