Warranty Manager
In my assignment as the Warranty Manager for the Tri-state (NY, NJ, CT) and East Regions
(L.I.) for the AT&T Wireless (AWS) project - I dispatched and managed all construction
contractors on Warranty service calls for cell sites throughout the regions, for service
affecting, and non-service affecting issues. I rectified a problematic relationship with the
client Vendor Quality Manager, and built on that relationship to gain additional work scope for
Bechtel. In this role, I also established program level procedures with the AWS client, as well as
contractors. Creating a positive relationship with the multiple contractors performing work over
multiple states was essential to assure the quality guidelines were met in order for a successful
program.

Successfully set up the initial organization and structure for the warranty program which
resulted in rapid response to critical issues and effective management of claims and
payments across the regions.

As the Business Development Manager for the Northeast Region, I was responsible for the management
of all telecommunications client development; this included developing all new opportunities for work
with network carriers (such as AT&T,Verizon, Sprint, etc),as well as cultivating new relationships with
engineering firms, site acquisition firms and other businesses. Additionally, I managed the portfolio for
the Bowlin owned self-support structures (towers) and increased network carrier presence on those

Manhattan Market Manager - Manhattan Liberty Project
As Market Manager in Manhattan, I managed the market office and all staff including design
engineering, construction, site acquisition, project controls and administration. The project
marked Bechtel's first role in RF engineering management on an AT&T project. In this role, I
managed the staff designing, acquiring space, and constructing a GSM project in Manhattan,
Bronx, parts of Brooklyn and Queens, and the New Jersey Ridge - the most difficult market in
Bechtel's contract. I coordinated, planned and implemented the standard Project Execution Plan
for activities in the market including adherence to safety, quality, engineering, construction, and
administration, while remaining under cost and within schedule. I established project plans,
schedule, and budget for the prime contract obligations.
Project Manager - Manhattan Build Plan Task Force
To assist the Manhattan market attain the year end 2001 network build plan goal, the AT&T
client specifically requested my assignment as a special project manager to meet the plan in a
accelerated period of time. This significant challenge began in October 2001 and was
successfully achieved through the assembly of a special task force of experienced
telecommunication professionals, detailed planning, daily PODs and direct oversight of the
contractors and team members.
Senior Project Controls Engineer
As the market project controls engineer, I was responsible for developing, maintaining and
managing all market level schedules, inclusive of logic development, activity duration
assessments, cost and budget control, variance analysis, trends, and commitment
management. This required regular coordination of Field Construction activities with Bechtel
Field Coordinators and Subcontractors to assure milestone compliance. I was the primary
interface with the client and equipment suppliers to coordinate cell site equipment deployment,
integration testing, and turnover to AT&T for public transmission. I managed weekly market
schedule review meetings with the project team and client, and managed all Action Items. I was
directly responsible for supervision of Cost Engineering including: cell site cost projections
inclusive of site acquisition, engineering, general contractors and Bechtel services. Additionally,
I had direct management of the Prime Contract for all market level responsibilities to assure
compliance and delivery of the contracted work scope.
Field Construction Coordinator
As a Field Coordinator on the AT&T Wireless Cell Site Build Program in the New York
Region, I was responsible for the coordination of all cell site activities including: Site
Acquisition; including qualification and constructability reviews for leasing, A/E Design services
- inclusive of coordinating construction design drawing reviews and approvals. Upon design
completion, I coordinated all subcontract awards to General Contractors for site construction,
and then managed all site work through completion. After cell sites were accepted by the client,

closeout and turnover to the client for testing and commercial operation.

Materials and Operations Manager
In this role I coordinated daily project operations; facilities construction and civil subcontractor
oversight for the ISFSI project. In my responsibility for material management and equipment I
performed all design drawing "take-offs" for material/equipment specification and procurement
on the project. I worked closely with Design Engineering, as well as Contracts and Procurement
for material/equipment specification and procurement. Also, I coordinated the material delivery
schedules to support construction/testing and operation phases. I served as the Vice Chairman of
the project Zero-Accident Safety Committee, and was involved in all safety inspections and
audits conducted on site.
Manager ofOperations and Administration
As the manager of multiple site operation and support organizations - I managed all aspects of
the Security (inclusive of the FFD program), Training, Document Control and Information
Technology Departments; including the organization, procedure development and
implementation, staffing, oversight and performance evaluation of all employees. In this role I
was responsible for the management and administration of a department budget of approximately
$3 million and a staff of approximately 50 personnel. I was actively involved with all the local
unions in regards to site staffing, mobilization, training, clearances (badging, FFD, etc) and
participated as a management team representative in the monthly union interface meetings.
Other key responsibilities for the project included: assigned as the Project Employee Relations
Officer; responsible for the coordination/disposition of departmental Condition Reports,
inclusive of presentation to the Maine Yankee Corrective Action Review Board; captured and
institutionalized Lessons Learned; and served as the Co-chair of the Zero Accident Committee,
as well as a team member for quarterly plant safety audits.
Administrator for Decommissioning Bid Proposal and Cold & Dark Project
While working in this position, I was initially responsible for document preparation and
transmittal - engineering/construction document package management, and establishing a
document library for the bid proposal process. Upon award of the project, I coordinated the
mobilization and training of multiple contractor and craft personnel and monitored craft
timecards for labor charges. During the first phase of the project, Cold & Dark, I managed

Material and Operations Manager - I successfully organized and managed all incoming
staff and contractors, ensuring compliance with site industrial security, FFD, Quality and
training programs. I also established a trusted and proactive working relationship with
the local union representatives and interfaced with the S&W labor relations manager.

and Computer Based Training (CBT) through the New England Laborers' Training
Academy and Laborers' Association of General Contractors. I worked closely with the
