- 1. 東日本大震災での日本人の行動 1.はじめに ２０１１年３月１１日に起こった東日本大震災の映像やニュース、資料を見て津波の被害と いうのが一番大きかった。それを見て津波というのは、どうしようも無いものだと思っていた が、インターネットで閲覧した資料を見てみると、津波が押し寄せてきた地域の人でもしっか り避難出来ているという事が分かりました。日本という国は昔から震災が多かったのに、今の 日本人は防災意識が低下していたため避難が段取りよく進まなかったと考える。そこで防災意 識を高めるためにはどうしたらいいか、震災での日本人の行動と外国人の行動ではどう違うの か疑問に思った。なので、このレポートでは震災直後の日本人と外国人での行動の違いと、防 災意識について書こうと思う。 2.震災直後の日本人と外国人の行動 まず震災直後の海外での日本についてのニュースの共通する部分は「日本人の我慢強さに驚 き」という言葉だった。この言葉が気になり、海外での震災時の行動を調べて唖然とした。 ２００５年８月にハリケーン「カトリーヌ」がアメリカのルイジアナ州を襲った。この時の外 国人の行動というのは酷いものだった。色々な衣服を腕いっぱいに抱えて笑顔で走り去ってい く少女、商品を入れた箱を引っ張りながら誇らしげに片手を宙に高々と突き出す少年等、とて も日本では考えられないものであった。震災直後の日本人は商店から商品を略奪することもせ ず、食料や飲料等を順番を守って譲り合いながら貰っていた。それどころか食料や飲料を分け 合って救助を待っていた。外国人の疑問は「何故日本人はそんなに我慢強いのか？」という所 に集中している。 3.日本人の防災意識の地域ごとでの違い 今回の東日本大震災で東北の気仙沼付近に住んでいた人の死亡人数は４０００人を超えた。 しかし、宮城県石巻市では何と死亡人数が一人も出ていない。宮城県石巻市に住んでいる人達 に取材した記事を見てみると、石巻市では「毎年高台に避難する訓練を住民が行っている」と 地区会長の伊藤さんが言っている。一人暮らしのお年寄りも多かったが伊藤さんは「どこに誰 がいるか、全て頭の中に入っている」。伊藤さん自身も一人暮らしの高齢者の背中を押して、 高台まで避難したという。この市では、皆荷物を持っていったりせずに迅速に高台に避難して いる。しかし、他の場所では荷物を持っていくのに手間取って逃げ遅れたり、車に乗って避難 しようとして津波に飲み込まれ、逃げ遅れてしまった人等が居た。このような事から防災意識 が地域ごとで違う事が分かる。石巻市では昔から石碑に防災意識を高めようという事が書かれ ていた。日本にそういう石碑がありながら、日本全体の防災意識の低さに驚かされる。しか し、自分も防災意識が低いので、調べていたからという事も含まれるが自分も防災意識を高め ていかなければいけないと強く感じた。 4.まとめ 今までの事をみるからに防災意識の統一化が震災が起きた時の最大の課題となる。他の全て の地域が石巻市と同じくらいの防災意識の高さであれば、被害はもう少し抑える事は出来たの ではないのだろうか。さらに、日本国民全体の防災意識を高める為には、政府やメディアの協 力が必要不可決だと思うので、政府とメディアが協力しあいテレビ等でもっと防災意識を高め る事を伝えなければいけない。被災地の映像を流すだけではなく、その映像を活かして防災意 識を高める事の重要性を伝えなければならない。ネットで防衛庁の公式サイト等で防災意識に ついて書かれているが、ネットを使わない世代には伝える事が出来ない。なので、国民が関心 を持つ様な話題と繋げて国民に伝えていかなければいけない。
