Dear Mr. President,
My name is Abdullah Alshalabi and I m currently in Uruguay working as a consultant for
an Uruguayan company based in Montevideo. I m originally from Kuwait and I arrived in
Uruguay early this July and I m planning to stay until mid of August. During my stay I have been
following the local news on TV and I am impressed by your modesty and kindness. Moreover, I
am impressed by Uruguayan people compassion and consideration. Throughout my visit I have
discovered many similarities between Kuwait and Uruguay that make me feel like being at home.
Based on that, I decided to try to give back to this beloved country. I m writing you this
letter to introduce you to the Kuwait Fund for Arab Economic Development. KFAED was founded
in 1961 to help Arab countries through lending them to develop their economies and
infrastructure. During the last fifty years, the fund evolved to cover all developing countries all
over the world, including Latin America. The fund lend to the following sectors: infrastructure,
agriculture, irrigation, transport, communications, energy, water supply, sewage treatment,
education and health. More than 720 loans have been given to more than 100 counties. Loans
amount varies depending on the size of the project; however an average loan ranges from US$30
to US$100 million dollars. The interest rate and the payment period also depend on the type of
the project and the economic condition of the country.
The idea of writing you this letter came to me after watching the latest development of
the new legislation of banning homeless people from sleeping on streets, and the potential risk
of having a housing problem in Montevideo. Raising money from KFAED to develop a housing
community to the homeless is one way of using the borrowed money. However, the money
raised can be used in building other projects with a higher level of priority.
To summarize, the fact that there is no embassy or a consulate to represent Kuwait in
Uruguay and the fact that the political relationship between the two countries is almost
inexistent, I d like to offer you my full cooperation and assistance to further investigate this
opportunity. I truly believe that the Kuwaiti Government and KFAED are willing to contribute to
strengthen the relationship between the two countries and to support Uruguay to further
develop its economy.
