Abdullah Alshalabi, a consultant from Kuwait currently working in Uruguay, writes a letter to the President of Uruguay to introduce the Kuwait Fund for Arab Economic Development (KFAED). KFAED was founded in 1961 to provide loans to developing countries for infrastructure, agriculture, transportation and other projects. Alshalabi suggests that Uruguay could apply for a loan from KFAED to develop housing for the homeless, but notes the funds could also be used for other priority projects. He offers his assistance to investigate opportunities for Uruguay to receive loans from KFAED and strengthen relationships between Kuwait and Uruguay.

Dear Mr. President,
My name is Abdullah Alshalabi and I m currently in Uruguay working as a consultant for
an Uruguayan company based in Montevideo. I m originally from Kuwait and I arrived in
Uruguay early this July and I m planning to stay until mid of August. During my stay I have been
following the local news on TV and I am impressed by your modesty and kindness. Moreover, I
am impressed by Uruguayan people compassion and consideration. Throughout my visit I have
discovered many similarities between Kuwait and Uruguay that make me feel like being at home.
Based on that, I decided to try to give back to this beloved country. I m writing you this
letter to introduce you to the Kuwait Fund for Arab Economic Development. KFAED was founded
in 1961 to help Arab countries through lending them to develop their economies and
infrastructure. During the last fifty years, the fund evolved to cover all developing countries all
over the world, including Latin America. The fund lend to the following sectors: infrastructure,
agriculture, irrigation, transport, communications, energy, water supply, sewage treatment,
education and health. More than 720 loans have been given to more than 100 counties. Loans
amount varies depending on the size of the project; however an average loan ranges from US$30
to US$100 million dollars. The interest rate and the payment period also depend on the type of
the project and the economic condition of the country.
The idea of writing you this letter came to me after watching the latest development of
the new legislation of banning homeless people from sleeping on streets, and the potential risk
of having a housing problem in Montevideo. Raising money from KFAED to develop a housing
community to the homeless is one way of using the borrowed money. However, the money
raised can be used in building other projects with a higher level of priority.
To summarize, the fact that there is no embassy or a consulate to represent Kuwait in
Uruguay and the fact that the political relationship between the two countries is almost
inexistent, I d like to offer you my full cooperation and assistance to further investigate this
opportunity. I truly believe that the Kuwaiti Government and KFAED are willing to contribute to
strengthen the relationship between the two countries and to support Uruguay to further
develop its economy.

Kuwait is an incredibly wealthy country. It is strategically located in the desert, which is rich with oilfields. It is also located on the coast of the Persian Gulf, making it easily accessible. Women in Kuwait enjoy more freedom than women living in most other Middle Eastern countries. They have the right to vote, they are allowed to drive, and they are not required a male escort outside of the home. Finally, Kuwait is densely populated, with several major cities, including the capital, Kuwait City, among others such as Al Ahmadi, Al Farwaniyah, and Hawali. An overwhelming majority of the population is concentrated in these cities, with only 2 percent living in rural areas (Bailey, 2016). Kuwait stands out as an economically prosperous and culturally progressive country in the Middle East. Kuwait is one of the wealthiest nations in the world. The nation’s economic success stems from the development of desert oilfields in the twentieth century. According to the CIA World Fact Book, “petroleum accounts for over half of the gross domestic product in Kuwait, 94 percent of export revenues, and 89 percent of government income” (CIA World Fact Book, 2016, p. 415). It is obvious from this data that Kuwait’s economy is largely dependent on the oil industry, and with the high oil prices in the last decade, Kuwait has accumulated budget surplus. This budget surplus persisted, even after Kuwait used a portion of the excess money to build roads, institute free health care, and “support an educational system that has resulted in one of the highest literacy rates in the Middle East” (Bailey, 2016, p. 1). Despite this economic success, there has been a recent fall in oil prices and a consequent push for more economic diversity in Kuwait, which would allow for sustainability and success in later generations. Diversifying the economy in Kuwait would require the increase of domestic production inside the country borders. Currently, there is a large imbalance between imports and non-oil exports (Ellis & MacDonald, 1982). A large portion of the oil revenue generated is spent on foreign imports due to the lack of domestic production in Kuwait. Kuwait has developed foreign dependency that is not sustainable, due to the finite nature of oil production. Interestingly enough, Kuwait is dependent on foreign countries past the import of goods. Kuwait is also dependent on foreign labor. The expatriate population is greater than the native population in Kuwait (Mahmoud & Alajmi, 2010). My Response:�� The international organizations working for the rights of developed and developing countries always want to have a peaceful environment among the developed and underdeveloped countries. There is an unequal distribution of wealth among the developed and underdeveloped countries, so the members of UNESCO and UNICEF decided to put forward some of the suggestions to improve the economic condition of underdeveloped countries. The set of recommendations empowering the South or underdeveloped countries in 1974 is known as the new international economic order. It is a type of order issued to improve the trade of goods, the taxation system, the imports and exports among the countries. Political discrimination is to be ignored by the implementation of this new order, so it is said that all the nations will follow this order. All the countries will move in a direction to take the developing countries out of the poor economic conditions. The campaign of new international economic failed because there was a lack of political will, and there are various countries that did not support the order. There is a border of distinction between developed and underdeveloped countries and despite the suggestion by many members; there are others who do not want to promote the trade relations with South. A lot of efforts were made to make the campaign successful and to implement the order, but it was poorly failed. The causes of failure include the discontent of many of the countries. As the new ruling allows having equal economic development among all the states, but the developed countries wanted to have better options, and they want to maintain and enhance their financial growth. They were frustrated with the system proposed by international organizations. The general assembly of the United Nations had a lot of sessions with the member countries to implement the suggestions and issue the new international economic order. Still, the attempts got failed. I m originally from Kuwait and I arrived in Uruguay early this July and I m planning to stay until mid of August. During my stay I have been following the local news on TV and I am impressed by your modesty and kindness. Moreover, I am impressed by Uruguayan people compassion and consideration. Throughout my visit I have discovered many similarities between Kuwait and Uruguay that make me feel like being at home. Based on that, I decided to try to give back to this beloved country. I m writing you this letter to introduce you to the Kuwait Fund for Arab Economic Development. KFAED was founded in 1961 to help Arab countries through lending them to develop their economies and infrastructure. During the last fifty years, the fund evolved to cover all developing countries all over the world, including Latin America. The fund lend to the following sectors: infrastructure, agriculture, irrigation, transport, communications, energy, water supply, sewage treatment, education and health. More than 720 loans have been given to more than 100 counties. Loans amount varies depending on the size of the project; however an average loan ranges from US$30 to US$100 million dollars. The interest rate and the payment period also depend on the type of the project and the economic condition of the country. The idea of writing you this letter came to me after watching the latest development of the new legislation of banning homeless people from sleeping on streets, and the potential risk of having a housing problem in Montevideo. Raising money from KFAED to develop a housing community to the homeless is one way of using the borrowed money. However, the money raised can be used in building other projects with a higher level of priority. To summarize, the fact that there is no embassy or a consulate to represent Kuwait in Uruguay and the fact that the political relationship between the two countries is almost inexistent, I d like to offer you my full cooperation and assistance to further investigate this opportunity. I truly believe that the Kuwaiti Government and KFAED are willing to contribute to strengthen the relationship between the two countries and to support Uruguay to further develop its economy.
