prescribed maintenance and inspection schedules in this regard are in place and adhered
to at all times.
 In terms of the provision of all Statutory Legislation including but not limited to the
provisions of the Occupational Health & Safety Act and Council
policies/procedures/standards to ensure optimum management of firefighting and
emergency/disaster operations at district and divisional level in order to save lives and
property as far as possible to the benefit of all concerned including the public at large.
 Providing input into financial estimates and controlling training costs by submitting
motivation/justification for equipment and facilities required to the Head: Training as well
as monitoring costs incurred by the Training Centre within the region. Create notifications
and requisitions through SAP.
 Implement measures for the control of and efficient management of all training assets
within the region such as firefighting equipment, vehicles, radios, emergency/disaster
response equipment/stores, office furniture, electronic equipment etc. Conducting regular
inspections/checks in respect thereof and ensuring the safety/safekeeping/storage of such
assets/equipment as well as reporting to the Head: Training in this regard.
 Preparing/drafting and submitting reports, memorandums, schedules etc. in respect of
training activities and performance within the district to enable effective monitoring of
departmental objectives and strategies. Attend to high-level queries, Complaints and
resolving it at this level of responsibility.
 Attending/chairing meetings with subordinates, departmental management meetings as
well as other Council Departments, external organizations/bodies and providing the
required guidance/input at such meetings.
 In terms of the provision of the Statutory Legislation and policies/procedures mentioned
above to ensure optimum related and general administrative functions to the benefit of all
concerned.
 Maintaining discipline at Training Academy within the district and during exercises as well
as attending to the grievances of subordinates.

Responsible for the Emergency Crash and Rescue Services on designated Monusco Airport.
Develop and maintain an aerodrome Emergency Response Plan detailing the response
actions and responsibilities of emergency staff in all types of aircraft emergencies.
Establish and maintain the station accident/crash rescue and fire-fighting services to
provide a firefighting response, fire suppression, rescue and medical services following an
aircraft accident or incident.
Ensure all aircraft start, refueling and defueling operations are monitored and that
manning levels necessary to operate within the ICAO standards and procedures are met.
Ensure that emergency sites are not compromised and all evidence is secured.
Ensure all vehicles and equipment are fully inspected daily and operationally checked
before the first aircraft movement.
Conduct regular audit checks on appropriate firefighting bunker gear and equipped in
accordance with ICAO standards and procedures.
Manage spills in accordance with NFPA 472 and International Air Transport Association
Dangerous Goods Regulations, 47th Edition.
Ensure ECR staff is familiar with all aircraft types operated by the UN organisations in
Monusco, including significant aircraft structural components and material content.
Managing disciplinary, grievance and counseling matters for the division
