Environment & Infrastructure, SEC Donahue, and Sirrine Environmental Consultants.
Program Director (2002-2013)  Site Assessment and Remediation Program Director for AECOM's Key Industrial Client (KIC) Program. KIC
clients included ITT Corporation (ITT), Xylem, Exelis, and Tyco. Also worked for AFCEE on a 3.6 MM Firm Fixed Price program at Tyndall
AFB. Implemented national marketing strategies that focused on relationship development and growth. Led proposal development, cost
estimating, project scoping, technical research, staff identification, and strategic planning. Served as Global ITT Technical Director for over
twenty individual projects in North America, South America and Europe, and as the Project Manager for ten projects, with a total annual program

transport studies, human health and ecological risk evaluation, and development of institutional and engineered land use controls. Coordinated
and reviewed all program proposals, Task Orders, Change Orders and technical agency document submittals for quality assurance, accuracy and
consistency. Primary author of ITTs Best Practices Manual which is now a requirement of compliance for all ITT Consultants.
Earth Sciences Department Manager (2000-2007)  Managed 21 professional and administrative staff including geologists, hydrogeologists,
remediation specialists, chemists, technicians, administrators, and graphics specialists. Managed AECOMs field equipment procurement
program, equipment warehouse, and vehicle fleet. Implemented weekly department administration, recruitment and termination of professional
staff, managed backlog and workload projections, personnel scheduling, led quarterly department meetings, coordinated equipment/supply
procurement, field vehicle fleet coordination, and mentored all levels of staff. Department annual revenues averaged $6,000,000, and an average
overall utilization rate of greater than 90%.
Senior Project Manager (1998-2013) Managed an average of 16 projects and subcontractors per year, valued at $25,000 - $3,500,000 with
hazardous waste sites impacted with low-level radionuclides, unexploded ordnance, chemical warfare material, dioxins, furans, 1,4-dioxane,
phenol, chlorinated solvents, petroleum products, coal tar, ash, pesticides and metals. Background in characterizing Greenfield sites, delineating
municipal military landfills, municipal landfill characterization and expansion, methane gas sampling and monitoring, wetlands delineation, surface
and borehole geophysical investigations, sub-slab environmental sampling, and indoor air monitoring in various geological depositional
environments across North America and in Puerto Rico. Developed client relationships with ITT, Xylem, Exelis, Tyco, Visteon, Nucor Steel,
Novartis, Ciba-Geigy, Hoechst Celanese, Pinewood Landfill Trustee, US Army Corps of Engineers [(USACE) Omaha and Savanah District],

Highlight of Representative Projects
Trustee (Kestrel Horizons) of Pinewood Subtitle C Hazardous Waste Landfill, Pinewood, South Carolina  Pinewood Improvement Projects:
Site-wide monitoring program optimization, 1-year hydraulic evaluation, groundwater flow and transport modeling, Environmental
Visualization System (EVS) three dimensional (3-D) rendering, Water quality Study (elemental, cation/anion, radio-isotopes and compound-
specific Isotope analyses  tritium and deuterium), Sampling and Analysis Plan (SAP)/Quality Assurance Project Plan (QAPP) development
for RCRA Part B Permit renewal. Fluid chemistry data from the Pinewood Subtitle C Hazardous Waste Landfill located in South Carolina were
subjected to probability statistics to validate laboratory control and identify key indicator chemicals in Site-specific fluids (leachate.
Hydrogeologic and chemical-specific isotope analyses studies were also performed to evaluate the effects of off-site groundwater withdrawal
on natural groundwater hydraulics in the water table and underlying multiple interconnected aquifers beneath the landfill. These studies
identified common tracer chemicals in leachate that could be used as indicator chemicals if a release were to occur in the future, and verified
that a sustained groundwater flow direction reversal had occurred due to off-site pumping of private wells. These studies provided stakeholders
with the technical data necessary to optimize the environmental monitoring program and reduce future annual expenditures while
maintaining the protection of human health and the environment.
AFCEE Delivery Order (DO) Manager, Tyndall Air Force Base, Panama City, Florida. $3,620,000 Firm Fixed Price CERCLA RI, Baseline
Risk Assessment (BRA), Feasibility Study (FS), Proposed Plan (PP) and Record of Decision (ROD) for three Superfund sites (municipal
military landfills, fire-training area and industrial complex at flight line), and the development of Remedial Action Plans (RAPs) for three
Petroleum, Oil and Lubricant sites. Provided overall DO management including cost estimating, proposal preparation and negotiation, Base-
wide Work Plan preparation, subcontractor procurement and management, fieldwork oversight, data analysis, CSM development, remedial
alternatives screening and evaluation, and led the development of RI, BRA, and FS reports, PPs, RODs and RAPs. Margin at closure was
approximately 28%.
Nucor Steel Program Manager, Darlington Mill, South Carolina. Program Manager for a $4,000,000 Resource Conservation and Recovery
Act (RCRA) Facility Assessment (RFA) and Stabilization Measures to attain Site closure at a 650-acre Electric Arc Furnace (EAF) steel
recycling mini-mill facility. Work performed included cost estimating and proposal preparation, development of a Site-Wide Work Plan and
Work Plan Addendums, agency file review and indexing, interviews with Nucor staff and regulatory agencies, identification of potential Solid
Waste management Units and Areas of Concern, prepared comprehensive environmental database, RFA soil and groundwater sampling,
assessment of three EAF dust (KO61) disposal areas, data analysis, CSM development, preparation of a hazardous waste management and
disposal plan. Authored a Land Use Control Management Plan that is used as an institutional control after Site remediation was completed.
Strategic planning saved the client potential Millions in environmental fees.
Tyco Fire & Security, RCRA Facility-Wide Corrective Action Program Manager, Marinette, Wisconsin. RCRA Program Manager for a 60-
acre Facility-wide soil, groundwater, and sediment Corrective Action at a former herbicide manufacturing facility primarily impacted with
organic and inorganic arsenic. The work included completing the RCRA Facility Investigation (RFI) and Corrective Measures Study (CMS),
aquifer testing, field-scale groundwater Treatability pilot test using microfiltration and reverse osmosis, three-dimensional numerical
groundwater flow modeling, shoreline stabilization study, wetland delineation, and surface geophysical study. The hybrid terrestrial corrective
action is Vertical Barrier Wall containment using interlocked sheet-piling and vibrating beam slurry walls, and hydraulic control using
Phytopumping and groundwater removal and treatment with reverse osmosis and microfiltration. Dredging and Monitored Natural Recovery is
the corrective action for impacted sediments in the Menominee River. Provided overall Program Management, cost control, schedule control,
senior technical review of project documents, and led negotiations with the Wisconsin Department of Natural Resources and U.S. EPA.
Hoechst Celanese, Potentially Responsible Party (PRP) Technical Committee Representative, Philips Services Company Hazardous Waste
Incinerator Superfund Site, Rock Hill, South Carolina. Responsibilities included reviewing consultant proposals, attending consultant
interviews and consultant selection for a comprehensive historical data review and streamlined RI. Provided technical input to the PRP
committee during the data review, streamlined RI, and subsequent Site remediation negotiations and implementation.

Hydrogeologic and chemical-specific isotope analyses studies were also performed to evaluate the effects of off-site groundwater withdrawal on natural groundwater hydraulics in the water table and underlying multiple interconnected aquifers beneath the landfill. These studies identified common tracer chemicals in leachate that could be used as indicator chemicals if a release were to occur in the future, and verified that a sustained groundwater flow direction reversal had occurred due to off-site pumping of private wells. These studies provided stakeholders with the technical data necessary to optimize the environmental monitoring program and reduce future annual expenditures while maintaining the protection of human health and the environment. The work included completing the RCRA Facility Investigation (RFI) and Corrective Measures Study (CMS), aquifer testing, field-scale groundwater Treatability pilot test using microfiltration and reverse osmosis, three-dimensional numerical groundwater flow modeling, shoreline stabilization study, wetland delineation, and surface geophysical study. The hybrid terrestrial corrective action is Vertical Barrier Wall containment using interlocked sheet-piling and vibrating beam slurry walls, and hydraulic control using Phytopumping and groundwater removal and treatment with reverse osmosis and microfiltration.
