ACTION ITEMS FROM JANUARY 22 JOINT
MEETING
? AU ownership of the process is important. NA team will
coordinate the process including following up letters to the
countries
? ReSAKSS will confirm its Role in 2016 by 27 January 2016
latest. ReSAKSS will also confirm if the NA-GA technical support
will become part of annual work plans.
? ReSAKSS requested funding of NA-GA report related activities
they are going to implement in 2016. NA team will table the
request to the donors.
? NA team will work with Grow Africa on non-performing LOIs.
? DREA/NA unit will strengthen existing conversation with CNC
? AU agribusiness strategy will help to strengthen the private
sector.
? The Ethiopian experience shows good NA governance structure
at country level.
? Issues of currency conversion in the process of collecting donor
commitments will be brought to the attention of donors.

ANNUAL REVIEW REPORT
The key components of the joint NA-GA reports every
year include:
1. Private Sector LOI progress update
2. Government Policy Commitment Data
3. Status of Donor Financial Commitment Data
4. Civil Society Report (?)- This came out in
recommendations from last year report. Do we
have a section for CSO/CNC reporting in the
annual reports?
5. Survey results on enabling actions (from Grow
Africa)

2016 PRIVATE SECTOR LOI STOCKTAKING
(UPDATE)
? Grow Africa has presented status of Private Sector
LOI stocktaking data during recent visit of NA
team to NPCA/Grow Africa.
? Grow Africa Team are finalizing the report and are
expected to share to us preliminary report on
private sector in coming week.
? Approximately 1/3 LOI commitments have
provided feedback on progress for 2015 (to date)
? Companies report US$ 0.5 billion invested in 2015
(provisionary data)
? 41 LOIs have been identified for cancellation,
based on the agreed criteria

2016 DEVELOPMENT PARTNERS’ FINANCIAL DATA
COLLECTION (UPDATE)
? Lessons from last year showed inconsistencies of donor data
generated by Head quarters versus from the countries.
? 2015 continental report has not been published due to
anomalies in donor data.
(More specifically, USG and Italy indicated that the donor data
presented at the STC last year did not show the correct
disbursement figures).
? Discussions have been made between G7 DPs and AU on
how to accommodate an erratum.
? Difficulties of putting an erratum on STC approved report has
been raised as an issue by AUC
? DPs going ahead to publish their own version of the report in
their accountability reporting.

2016 DONOR FINANCIAL DATA (UPDATE)CONTD.
? France is DP data collection
? France developed a template of donor data collection for
2016
? The template aims to also gather qualitative information
to explain donor financial disbursement figures.
? The procedure is the same as for previous years with 2
tentative improvements:
? Qualitative data has been asked to define better donor
commitments
? Donors will ensure that their data collected at national
level are consistent with the ones collected for the
continental report.
? DPs are expected to submit their data for France by May
15, 2016

? Concept note & draft agenda for the LC are ready

? IFPRI’s participation (High level at the LC) &
delivering the message on Mutual accountability
? IFPRI/ReSAKSS role in putting together preliminary
report of NA-GA progress to be presented at the LC
meeting similar to the discussion paper presented
last year during the LC meeting.

GOING FORWARD
? Updating timeline of country and continental reports
? Ensuring consistency of donor data based on
lessons from last year.
