The Department of Child and Family Services (DCFS) has several programs aimed at protecting children, preventing abuse and neglect, and supporting families in crisis. The Early Intervention and Prevention program provides services to keep families safe and intact or prevent court involvement. The Intake and Emergency Response program helps children remain with their families through preventative services. The Emergency Response division investigates reports of abuse and neglect within required timeframes. DCFS's vision is to lead a community partnership that supports and protects children through prevention, ensuring safety, permanence and well-being.

- 2. DCFS Policy  To ensure a uniform ad standardized method for investigating referrals of abuse and neglect.
- 3. DCFS Programs Early Intervention and Prevention Program Manager Purpose  The primary focus of the division is to provide services to children and families in order to prevent Child Protective Services (CPS) involvement or if involved DCFS, prevent juvenile court involvement and provide early intervention services to keep families safe and intact.
- 4. DCFS Programs cont. Intake and Emergency Response Program Manager Purpose  Intake Services are designed to help children remain with their families by preventing or eliminating the need fro removal. The Intake division works closely with the placement and supportive Services Division to offer proactive services to families in crisis. The Department is committed to protecting children by for risk factors to the child.

Court and Concurrent Planning Program Manager Purpose  In accordance with state and federal mandates, Social Work staff assigned to this area have the dual rule of providing family reunification services as well as identifying a permanent placement for the child should reunification efforts fail. This is known as concurrent planning.
- 6. DCFS Program cont. Permanency Planning Program Manager Purpose  Out-of-home placement can be a temporary solution to a family crisis. When children come into placement, the social worker is working toward reuniting them with their natural family. If it becomes evident that this is not going to happen, casework will then be directed toward the permanent plan that has been developed for the child.

Placement and supportive Service Program Manager Purpose  Placement and Supportive Services provide additional support to social work staff as well as foster parents, Foster Family Agencies and the general public. This division handles recruitment, training and licensing of Foster Care and Home Day Care facilities.

Family to Family Program Manager Purpose  Family to Family focuses on strengthening the families we work with through teamwork and collaborating among the communities they serve. This is not an administration-driven initiative, this is an initiative that we all play a part in implementing, especially involving the community they serve and giving them a voice.
- 9. DCFS Program cont. Children’s Mental Health- Crisis Division Division Manager Mission  To provide crisis stabilization by promoting safety, emotional healing, and growth for children and families.

Family & Court Mental Health Division Manager  N/A Purpose  The primary function of Family & Court Mental Health Services is to provide treatment recommendations to the Juvenile Justice and Dependency Court system and to provide the mental health treatment services for their children, parents, & families. This division also provides early intervention and preventive services to families with infants to ensure safety and family wellness.

Children’s outpatient Mental health services Division Manager Purpose  The Children’s Mental Health Services Division provides assessment, individual, group and family therapy, case management, and day treatment programs for seriously emotionally disturbed children and youth of Fresno County.
- 12. DCFS (Emergency Response) Focused area  Emergency Response (ER) in the Department of Children and Family Services (DCFS) is a twenty-four hour, seven-day a week program.
- 13. DCFS (Emergency Response) Major tasks of the program  To accept reports of alleged physical or sexual abuse, and severe or general neglect of children.  To respond to all appropriate reports in order to complete an assessment and develop a service plan, if it is determined that such protective services are necessary, which addresses those factors which place the child(ren) at risk.  Response and investigate of these reports will be completed by a social worker. These reports are generally responded to by social workers assigned to the Emergency Response Division.

DCFS (Emergency Response) Investigation and Initial Assessment  The responding/investigating social worker shall initiate their in-person contacts as soon as possible and within the determined response time frame (i.e. 2-hour crisis, 10-day non-crises).  The immediate risk to the safety of the child must be taken into consideration if in-person contact is not the first task to be completed.  The ER Social Worker shall complete the task and general requirements such as; checking for history regarding child, check sheriff’s records, interview reporting parties, in- person, individual interview(s).

DCFS (Emergency Response) Vision and Mission  To lead an integrated network of community partners that supports, protects and strengths children and families.  To promote a system of best practice in partnership with the community, committed to prevention and early intervention, that ensures child safety, permanence and stability, family well-being, that is proactive, strategic, outcomes based and fiscally responsible to the children and families served.
