NGO definition and introduction
The World Bank defines NGOs as "private organizations
that pursue activities to relieve suffering, promote the
interests of the poor, protect the environment, provide
basic social services, or undertake community
development" (Operational Directive 14.70)
Many NGOs are active in the traditional social sectors:
emergency support, rehabilitation, poverty reduction,
maternal and child health, family planning and
education Social Mobilization.
Most of the NGOs in Pakistan are unregistered, small
scale and their funding source is philanthropy.
History of NGOs in Pakistan
The origin of NGOs in Pakistan goes back to partition 1947, when British
India was divided into two states India and Pakistan.
Many voluntary organizations (though not referred as NGOs at that time)
were formed to provide humanitarian aid to refugees pouring into the
newly established country.
During the first few years of Pakistan, many of the NGOs concentrated on
rehabilitation and basic services such as health and education.
The next upsurge in the formation of NGOs took place in the late 1970s,
when the Martial Law government promoted its philosophy of social
work and welfare.
During 1980s, many new NGOs merged to avail of the funding set aside
for development through local bodies ( district, municipal , town and
local councils).
Many Small NGOs Participant Pakistan Earthquake 8th Oct 2005 also
were formed special for this purpose at that time.
Role of NGO in Pakistan
Some Laws of NGOs
 The Societies Act 1860.
 The Trust Act of 1882.
 Cooperative Societies Act1952.
 The Volunteer Social Welfare ordinance 1961.
 The Companies ordinance 1984
 PCP is an independent nonprofit support organization registered under the
Companies Ordinance, 1984 with a vision to link the three sectors of
society i.e. government, business and civil society organizations in a
synergistic partnership for development and mission to promote the
volume and effectiveness of philanthropy for social development in
Pakistan.
 PCP has Authority to audit of all NGOs in Society Act 1860, Foundation,
Welfare, Trust Act 1882 .
Process of Registration
 Reporting requirements
 Organizations registered under the Voluntary Social Welfare Agencies
(Registration and Control) Ordinance 1961 are required to maintain
accounts and submit an annual report and audit report to District Officers.
 Registered Societies must submit a copy of the membership list annually.
 Not-for-profit companies must submit annual returns, audited accounts
and other documents for examination. Accounts are open to public scrutiny.
 The Economic Affairs Division (EAD) asks International NGOs to explain
their plans. The EAD role is strategic, to coordinate activities of government
and NGOs so as to minimize duplication of effort and focus on unmet
needs.
 NGOs, which benefit from tax exemptions, are required to submit annual
audited accounts, a list of donors and beneficiaries and other financial
information to the Central Board of Revenue.
Advocacy and lobbying NGOs
Advocacy and lobbying NGOs are well-known, though their actual impact is low.
These include organizations focused on legal rights, literacy, womens issues, children, minorities and
human rights.
Health Education
Their purpose is provide basic Primary & Secondary Health Facilitation in Rural Area. This kind of
NGO Work for Education in Rural Base Community Schools
Emergency, rehabilitation and relief organizations
The majority of NGOs in Pakistan fall into this category.
Except some very large organizations most of smaller grass-root organizations dominate this
category.
Mobilization ,Development,

like Community physical Infrastructure (Pit Latrine ,CC Road of Village, Boundary Wall ,Water Tank
Supply.
Livelihood Support.
NGO Also work in Community for extend their livelihood system, NGO provides Livestock, Petty
Shop, & help to farmer for extend their agriculture System through Micro-Finance Loan. provide
Vocational training (Beatification ,Sewing & Cutting, Generator Repairing ,Automobile Repairing)

Types and activities of NGOs in Pakistan
Some NGOs in Pakistan have played an important role in creating awareness of issues such as
human & legal rights women in development and overpopulation. Other have provided badly
needed services such as basic health care, water & sanitation, & employment opportunities to
underdevelopment areas. By showing their ability to succeed where the Govt has difficulties,
NGOs have helped change national perceptions & policies concerning sustainable development.
In recent years NGOs have become increasingly important players in designing &
delivering community-based program. Today NGOs in Pakistan range from completely volunteer
organization with small budget contributed by volunteer to those run by well-paid full-time
professional .The majority are somewhere in the middle . Increasingly, NGO sector is becoming
institutionalized, motivated both by altruistic goals as well as the ready availability of fund from
external aid sources.
with a very few exception, NGOs in Pakistan do not have well defined governance,
transparency & accountability structure. While some rely entire on financial support from the
Pakistan public & Pakistani institutions, a larger proportion rely almost entirely on project aid from
international finding agencies. They are constantly challenged to prove their integrity
Role of NGOs In Pakistan
The Asian Development Bank is interested in promotion greater NGO involvement in Bank-
fund projects. However staff member at the bank s resident Mission recognize that there is
limited opportunity for NGOs to be involved in all Bank projects .One reason for this is that
energy and infrastructure sections are major areas of cooperation between the Govt & the
Bank , While NGOs are largely involved in the social sector. At present, direct cooperation
between the bank & Pakistani NGOs and Community based Organization (CBOs) is limited.
The Following Bank-supported initiatives.
Social Action Plan (SAP). The bank has provided funds to the Govt which, in turn, has
involved NGOs in the delivery of a part of this program.
Swabi Salinity Control and Reclamation Project (SCARP) . An NGOs called the National Rural
Support Program (NRSP) is working with the provincial Govt in North West Frontier
Province (NWFP) on Training ,savings. & credit programs.
Pat Feeder Canal Project . An NGOs called Baluchistan Rural Support Program is working on
training & credit programs.
