The Veterans Upward Bound program at Central Carolina Community College serves 125 veterans across 5 counties to help them prepare for and succeed in postsecondary education programs. The 21st Century Community Learning Centers (21st CCLC) initiative is the only federal funding source dedicated exclusively to afterschool programs. The No Child Left Behind Act (NCLB) reauthorized 21st CCLC in 2002, transferring the administration of the grants from the U.S. Department of Education to the state education agencies. Each state receives funds based on its share of Title I funding for low-income students. Emilia Guerrero is the Special Populations Coordinator located in Hockaday Hall at the Lee County Campus. The Americans with Disabilities Act (ADA) contains four titles that cover employment, state and local government, public transportation, and public accommodations. The ADA defines a disabled person as someone with a physical or mental impairment that limits major life activities, a history of such an impairment, or someone perceived to have such an impairment. To qualify for accommodations at the college, students complete an intake packet, provide documentation of their disability, and meet with the Special Populations Coordinator to discuss the requested accommodations. With a background in projects spanning more than 40 years, Tim Lyons specialised in the delivery of large, complex, multi-disciplinary programmes for clients including Crossrail, Network Rail, ExxonMobil, Siemens and in patent development. His first career was in broadcasting, where he designed and built commercial radio station studios in Manchester, Cardiff and Bristol, also working as a presenter and programme producer. Tim now writes and presents extensively on matters relating to the human and neurological aspects of projects, including communication, ethics and coaching. Program Services • Instruction in Mathematics, Science, Foreign language, Composition and Literature • Tutoring • Career Counseling • Study Skills, Time Management, and Financial Literacy Workshops • Assistance in securing support services from other locally available resources such as the Veterans Administration, State veterans agencies, veterans associations, and other State and local agencies that serve veterans • Education or counseling services designed to improve financial and economic literacy, including financial planning for postsecondary education • Guidance on and assistance in entry into postsecondary education • Advice and assistance in secondary and postsecondary course selection • Special services to enable veterans to make the transition to postsecondary education
