The project establishes the first stable Rom Bazaar in Greece in St. John Rentis, Athens. It provides 56 shop owners spaces to sell goods and serves 2000 customers per hour. The 5000 square meter site has retail shops, cafe, offices, restrooms, a yard, and parking for 1500 cars. The bazaar aims to empower Roma people economically and demonstrate Roma can successfully work with others through this self-managed project established by non-governmental organizations with European funding support.
The document describes a network for recycling labor and materials. It discusses the geographical hierarchy of the network from regions down to individual stands. It also describes the roles and responsibilities at each level of the network and how revenue is distributed. Payments flow from stands up through sectors, zones, and regions with percentages going to each level and the country. The network uses a time-based currency unit on subscriber cards for transactions.
Global Romani Action (G.R.A.) is an organization that aims to help Romani people through social organizations, companies, voluntary works, and humanitarian funds. G.R.A. has a directorate that oversees its efforts in assisting Romani communities through various structures.
1. The document proposes establishing a holding company to manage financial instruments and development projects for Roma communities across 14 Mediterranean states.
2. The holding company would establish subsidiaries to provide banking, real estate, treasury, training, health, and tourism services to Roma groups and associations.
3. As a first priority, the holding company would seek financing to build 1000 dwellings for selected Roma borrowers, with the goal of improving living conditions. The homes would be built to modern standards using EU aid programs.
The document proposes the development of a European Union policy for Roma inclusion to address the failure of mainstreaming approaches and lack of coordinated action. It recommends establishing an EU Framework Strategy on Roma Inclusion modeled after existing strategies. This would set objectives, guidelines and benchmarks for national policies. It also proposes a Roma unit within the European Commission and an intergovernmental high-level group to facilitate cooperation among member states.

Project ROM BAZAAR Description
Introduction
The Rom Bazaar it is not a project. Is an experiment, an experiment between
Non Governmental Greek Organisations to show to the Greek government
that the Gipsy and rom Persons in Greece they are not only to vote them at
elections , and to not take care of them after but they are humans, they have
knowledge for doing big projects also and they can live together with others
and work with them , if the governments can help, just a little!
So the project rom bazaar starts
The idea OF ROM BAZAAR is old
2. For many decades ago roma persons merchandising goods at the greek roads
They use a car and before a horse to take goods and trade to all places
But times change
And because of that starting big buildings , with many shops together build
in every area, shop malls.
And people goes there for more cheep things
But also and the roma traders continue to gather at roads and make bazaars
with 200 or 300 cars together
Those bazaars comes to our culture
We like to be all together and sell things
Then the idea comes
Can we make a Stable Rom Bazaar?
To a Stable place?
To every one go in and sell his goods?
To have very little payment?
To find all people good quality and cheep price?
And we start
First we need humans to share the idea
We must gather those from around Greece
Roma likes the plan and they also like to help
Also non- roma from Greek gov likes it.
It was a good project
In our villages we speak about 5 different Rom bazaars to build in 5
different areas of Greece!
3. We make plans and we know that we must have a grate amount of money to
do that.
Then we start to collect the capital
The third level non governmental organization P.U.O.G.R. collects from
bazaars from all Greece and from roma people money for the project
We collect in 3 years about 4.000.000 euro!
Each one gives . other 5 euro other 5.000 euro
Each one help
All rom help and we had a capital to build the first
And then EOMMEX comes
We have a program, a European program were you can put rom bazaar in!
Mr MPOLAS the management director of EOMMEX say to us!
We can giving 55% of the project with EUROPEAN MONEY!
Then how we can do that?
No one can help in the start
Then my president and me we said.
We are till now alone and we come till here
Now the government wand to help with 55% and we let them not to do?
We must make alone the project!
How? We are non governmental organizations
We can work for helping our members to do the project
At their position starts to work all the offices of 62 first level non
governmental organizations to make the description of the program in all
Greece and make all the papers that the program needs
In Greece we have 98% persons that they do not go to any school, they do
not know how to reed or write in Greek, so thing how difficult is to make
4. about 2500 different programs for different kind of business and sent them
with all papers to EOMMEX on time
We spoken for 5 malls
We spoken for many different shops in all Greek area
We spoken for 50.000.000 euro projects
And we are on time!
At the date that expires the program we have send to eommex 2546
programs!
And then we wait
We take 1258 aproovals!
All papers good!
They can give to us project money 23.000.000 euro!
But
We must build first the projects , with our own money! Then we must first
pay the 46.000.000 euro and then take back the 23.000.000!
Now?
The only money that we have are the 4000000 that we collect!
Ok
We make only one, were?
Athens?
Were in Athens?
In the area with all Malls!
Were is that?
St. john. Rentis
There has the area of the most Malls in Athens
5. Into that area is the center of 13 different municipalities and covers more
than 2.5 million people.
Ok there!
How?
We must find the land, rent it and also we must know what we can put into
and how and which!
And then we start conversations with all the non governmental organizations
And times pass
And the dates pass also
And we do not start, we cannot know how, and no one likes to start first
Then again puogr takes the risk
Ok here we can start, we found that place there, and we rent the place for
20000 euro the month
For 15 years
Now lets find wich stays and wich go out!
Only familys with 4 kids and these that has the nmost needs stays.
The other go!
56 families
The most of the problem on them
4 and more kids
Homeless
No work
Health problems
Named them
All kind of problems
6. And PUOGR STARTS OPENS SHOPS,
Pays for problems of taxes, of problems for insurance, take and pay
personal, start reconstruct the hole area of 5000 sq. metres
And the project start to build at the start of april of 2009. And persons of
PUOGR go out of Greece to find things for the shops, They go to turkie, to
Italy, to india, to china and find things
Then again PUOGR gives money , to buy that things for the shops , for
transportations, for customs
Pays attorney for work, pays lawyers for works, pays, pays, pays
Then eommex needs papers also
The office of PUOGR NOT STOP WORKING!
24 hours the day , day and night work, many persons to help, they see the
project , they like to help.!
And the ROM BAZAAR BUILDS. The first.
People go to eommex take the cheques of the pay back money and they
come to PUOGR , and they give the Cheques to Puogr!
They do not wand the money!
They wand the shops in ROM BAZAAR.
And we give also and the goods
We hire also people to sell the goods for some families that they do not
know how to shell or how to use the cash mashine!
Also we help each one and every one at Rom BAZAAR and 21 of
November We open it. IT works till now!
5 months till now works!
In middle of crises we invest in an idea!
Not goes all very good
We still have problems!
7. But it exist. Rom bazaar exists. And we are proud of that!
It is the first project that NON GOVERMENTAL ORGANISATION AND
many roma persons and non- roma persons together make in GREECE.
And we are very proud!
Now we come to speak to you about!
And think this is our first project in Greece!
And PUOGR is 3 years OLD
Many non governmental organizations pass from all areas of Europe
WERE are their projects for Rom, build by Rom?
I thing this is the first. LET all try not be the last!
Let try to pass that project to all countries to have work the rom persons
Our work like non governmental organizations is to help our people.
We know how to help, not with words and good letters!
Only with work
This is our work
Bari buti
Lachi buti!
