Background
The EU Information Centre is a project contracted by the EU delegation is Serbia, with the Republic of Serbia
as a Beneficiary, implemented by a Consortium led by Particip GmbH. The overall objective of the project is to
inform and communicate about the European Union to the citizens of Serbia to achieve a high level
knowledge of the EU accession process and a high level of visibility of EU activities in Serbia.
As part of these activities, the EUIC wishes to engage an Audio-Visual Production Fixer in order to assist with
the production of audiovisual products in partnership with production houses and television stations. The
productions will aim at raising the visibility of the EU in Serbia, of its EU funded projects and of the EUIC.
Results to be achieved:
Oversee the production of a minimum of 6 audiovisual products, under the guidance of the Team
Leader. 1 of these products would be the full scale production of an institutional and educational film
of the EUIC and its activities, to be produced using both archive material and new recordings. 5 of
them, more if possible, would be carried out in cooperation with Serbian TV broadcasters.

Scope of the Work
General - Short Term Expert:
2. S/he will be contributing with the team and the Delegation to perform the tasks of a fixer/producer and
general support to the TV crews that stations will be designating to produce the stories. S/he will define
together with the EUD Info Team, EUIC and TV broadcasters timeline, contents and format of AV reports. For
the institutional and educational film on EUIC, the fixer would be required to oversee scenario and script
production together with the selected production house, organize archive selection and shootings of new
materials, oversee post-production and final delivery for posting on you tube and on EUIC TV screens.
S/he will be contributing with the team to the visibility of the EUIC and project implementation.
Specific activities
The tasks would include being a liaison with the EU funded projects and EUIC consultants, helping in
acquiring the necessary project related information, help in identifying people to interview and other logistics
related to finding accommodation, transportation, identification of locations to visit etc:
Logistics and timing:
The operational base of this assignment is Belgrade, and on request, Serbia.
The assignment is expected to commence early March 2013 and be completed by end November 2013. It
will comprise up to 20 days, subject to further review of available resources against actual needs; on occasion
the STE will be expected to work on weekends.
Requirements
Please note that Civil servants and other staff of the public administration of Serbia cannot be recruited as
experts, unless prior written approval has been obtained from the EU Delegation to the Republic of Serbia.
Profile of Short Term Expert:
Qualification and skills
University degree OR 10 years of experience in working in the media or public relations field.
Excellent organization, analytical and communication skills, computer and web literacy
Excellent ability to team work under tight deadlines
Proficiency in report drafting.
Perfect command of written and spoken Serbian is a pre-condition. Proficiency in English.
General Professional experience
A minimum 10 years of experience in journalism
Required knowledge of EU-related policy and issues and EU programmes in/with Serbia to be
demonstrated in the CV.
3. Specific Professional experience
A minimum of 5 years in TV or video journalism/production experience
Ability to travel in Serbia at short notice (after information of not less than 2 days in
advance)
Reporting requirements
S/he contributes to the monthly Reports with reporting of general and specific activities listed in the present
Scope of work section.
Reporting Line:
The Short Term Expert directly reports to the projects Team Leader.
