繼第三波「資訊時代」經濟後,文化創意產業被視為第四波經濟動力。不需要歷經文化革命,只是把觀念改變,把文化當作是一種新的資本或是技術來帶動整個經濟發展,「文化時代」就這麼來臨了。
本研究經由文獻整理國內外學者專家評估文化創意產業所應用之準則,整理台灣文化創意產業關鍵成功因素,藉由問卷調查分析相關因素並歸納,以作為國家推動文化創意產業政策參考。
研究架構為主要五大構面,「經濟發展」,「國家發展」,「文創內涵」,「宣導能力」,「地方體驗」,以及35個次要構面。研究結果發現「國家發展」為第一層及最具顯著性。「永續發展」、「提昇就業機會」、「法律諮詢能力」、「正確的推廣保存態度」、「社會環境的需求」為最具顯著性之次要構面。
