eOppiva-konseptin taustalla on valtiovarainministeriön hanke yhteinen e-oppiminen valtionhallinnossa. Se on rahoitettu hallituksen Digitalisoidaan julkiset palvelut-kärkihankkeesta ja sen vastuutoimijana on HAUS kehittämiskeskus.
