The United States wanted to control Guam in order to establish naval bases close to China for its steam ships and new naval equipment. Guam's coal and other resources could also help the United States. William Edwin Safford, a botanist who served in the Spanish-American War, was appointed deputy to Richard P. Leary, the governor of the Guam Navy.
